Along with the economic development, the technical spillover as a result of itsunique technological exchange form, through introduction, the study and thestrengthened process unceasingly, achieved to the existing mainstream technologysubstitution, is more and more important in the domestic and foreign technicaleconomy and in the industrial economy fundamental research and the realitydevelopment status. Speaking of the economical globalization, technology spilloverbased on industrial relationship depending on division of labor cooperation and theModular evolution have become the important way and the tendency to obtain thecompetitive advantage. Looking from the domestic economical reality, technologyspillover based on industrial relationship is playing the vital role in our country'sregion economy development and has already became the important pattern oftechnology economy and the region development promotion, whose change willdirectly affect our country economy's sustainable development. From this, toconduct the thorough research on system mechanism of technology spillover basedon industrial relationship has the important theory and the practical significance.This article taking the technical economics, the regional economics, thesystems dynamics and the pessimistic cluster and so on the correlation theories asthe research foundation, regarding technology spillover between industries as asystem the process, the research mainly launched in turn in three stratificationplanes: through analysis on the rationale and the characteristic of industrialrelationships technology spillover, established its regional analysis frame; using thecoordination competition theory, the specialized labor division theory and themodular theory method, carried on the theoretical analysis on its intrinsicmechanism and lays the rationale for the system process analysis and the systemstructure analysis; then carried on the modelling analysis on its system process andsystem structure by the way of systems dynamics and the structure equation; finallytaking the long triangle manufacturing industry and the sub-industry as the object ofstudy, carried its real diagnosis analysis to this local connection industry.First, this paper elaborated the rationale of industrial relationships technologyspillover. After making terminology limits to the concepts such as industry,technical overflow and so on, and mainly through analysis on its system complex analysis, this paper discussed technology overflow system attribute; further fromthe organization angle and taking the organization behavior which displays systemexpression function as the breakthrough point, the paper discussed its intrinsicorganization characteristic driving spillovers; through system connection theory,attribute its connection attribute; the paper systematically studied the characteristicsof inter-industry and intra-industry and established its main analysis frame.Next, the paper systematically studied the evolved mechanism, the systemprocess and the system structure of inter-industry technology spillovers, andestablished itss the main analysis frame.In the evolved mechanism analysis of inter-related industries, the paper fromthe coordination competition angle explained its intrinsic motivation, further madeeconomic models and theoretical explanation on specialization in it associated withthe appearance and behavior of individual. On this basis, from the perspective ofindividual behavior to group behavior using game theory to analyze theinter-industry technology spillovers associated with the modular evolutionmechanism.In the qualitative modeling analysis of inter-industry technology spillovers, thepaper first discussed the applicability and effectiveness of system dynamics in theinter-industry technology spillovers process, and then created comprehensiveIdentification Index by a method of combination of non-variable weights of a singlerecognition so that effectively identified technology spillovers process. The paperfurther descried the inter-industry technology spillovers process associated with thesystem dynamics simulation models: the decomposition process from the system,description and characterization, build inter-industry technology spilloversassociated with the system flow diagram and system dynamics model for in-depthcharacterization the role of various factors in this process provides an effectivequantitative method.In quantitative modeling analysis on process of the inter-industry technologyspillovers, discussed the advantages of the structural equation model in describingthis process, through the gray optimal index clustering model system for thestructural equation to provide a scientific and rational variables, based on factorsrotation and explained variance, and through changes in latent variables, comparingthe two structural equation model, and finally selected the most reasonablestructural equation model to quantitatively characterized the system structure of inter-industry technology spillovers.Finally, taking the Yangtze River Delta's manufacturing industry and itschildren as the research object, the paper carried on empirical analysis on theforegoing analysis such as the system process and the system structure ofinter-industry technology spillovers, based on which put forward the policyproposal of regional industrial development.
