Human resource (HR) is the first resource of the oil enterprise development and other resources use must depend on HR to promote. The middle-level managers of oil enterprises shoulder the important responsibility. The middle-level managers stress executive capability. The executive result affects performance of oil enterprises directly. Our oil enterprises have entered the international market, and participated competition. But compared with the advanced countries, the overall quality of the middle-level managers is not fit in with needs of the international competition. In order to realize strategy goals, the oil enterprises must strengthen management and development of the middle-level managers on the base of human position matching. This study has a certain theoretical guidance to build competency model of middle-level management positions and to promote the establishment and improvement of position management system and to match between oil enterprises middle managers and middle management positions for oil enterprises. Therefore, it has theoretical and practical significance to carry out the job competency study on the base of the match between middle-level managers and middle management positions.Paper studies human position matching by the literature research, survey, questionnaires, quantitative methods, empirical research method. On the base of detailed analysis of middle manager positions with the actual characteristics, the paper establishes the job competency model of middle-level managers. For example the Tu-Ha Oilfield, the paper studies evaluation of the job competency and human position matching which can strengthen middle management development in order to provide decisionFirstly, on the base of content and classification and the competency model, the paper analyses the competency characteristics and defines the area of competency, which can provide theoretical support about the job competency of middle-level managers for oil enterprises.Based on the detailed classification of the oil enterprise managers, the paper discusses the status and role of middle managers of oil enterprises and studies the principles, processes, and basic human post matching model systematical, which can provide the theoretical basis behind.Then, on the base of the definition of middle management positions, the paper analyses the relationship between middle management positions and middle managers of oil enterprises.Detailed on analysis of the job characteristics and job responsibilities, the paper discusses the status and role of position of middle managers and studies position design and position analysis of oil enterprises, which can lay solid foundation for study of job competency.On the base of analysis of job competency model of the middle-level managers, the paper establishes job competency model including the functions and business competency model of heads and deputies. And the paper determines and interprets the key competency characteristics. Then the paper proposes analytical hierarchy plan (AHP) to determine weights of competency index and establishes gray evaluation model of job competency. Then, on the base of analysis factors which can affect human post matching, the paper discusses the match game about managers and position and proposes dynamic model based on the competency of middle managers, and establishes evaluation model of human post matching based on BP neural network. Paper established a model of competency and human post matching model and it could be applied in the Tu-ha Oilfield. Through out competency assessment of the middle-level managers, the Tu-ha Oilfield carried out human post matching according to evaluation results and evaluated human post matching extent in quantitative terms which can guide management and development of middle managers.Finally, the paper analyses countermeasures which can perfect competency model and strengthen human post matching of the middle managers of oil enterprises. The human post matching optimization is a systematic project which needs to integrate the functions of human resource management and develops middle managers and adjusts position and keeps dynamic match. So oil enterprises can enhance the execution and achieve strategic goals.
