With the development of social economy,changes of market environment and accelerated updating of knowledge,various organizations have realized the importance of talents,and the competition among organizations has mainly turned into competition for talents.Many enterprises have invested a lot of resources to strengthen the research on the methods and standards of talent selection,training,use and retention.Among them,the research on person-post matching based on competency is one of the most effective representatives.As a large-scale and high-tech enterprise,JZ Group is committed to providing intelligent,safe and reliable products,services and system solutions to customers in core business areas,and strive to lead the development of related industries.In order to realize the medium and long-term strategic planning of the enterprise,it is necessary to further strengthen the human resources management system,so as to promote the rapid growth of talents and the outstanding talents can stand out in the enterprise.It is quite necessary to build a middle management team who “dare to fight a battle,can fight a battle,and win the battle”,so as to achieve financial success and market success.As the backbone force that cannot be replaced for enterprises to achieve strategic goals,middle-level managers are the executors of enterprise strategic decisions,participants in strategy formulation,and the instructors of grassroots employees.So their selection and training is an important link in the business activities.Therefore,the establishment of a scientific,perfect and advanced way of middle management personnel selection evaluation method is of great practical significance for JZ Group,which is in the process of transformation and upgrading currently.This study first summarized the research on competency theory at home and broad,and learned how to build the competency model,it is provide theoretical guidance for the construction of competency model of middle management in JZ Group.Then,the author combined with the actual data,analyzed the shortcomings and reasons of middle management recruitment in the current JZ Group,and conclude that the problem of the selection of Middle-level managers is the standards are not clear,the requirements of post competence are not systematic,the selection process is relatively single,the mechanism is backward,the decision-making process is unscientific,the lack of persuasiveness,and the job matching is low.Then,through the research on the strategic orientation of JZ Group,the improvement of the selection and the advantages of the selection,which is based on the competency model.This paper also discussed the feasibility and advantages of the competency theory.Then through the enterprise strategic culture deduction,behavioral event interview,questionnaire investigation,factor analysis,the expert group method and other research methods,this paper built a competency model of JZ Group middle management,including four dimensions,which are exerting personal efficacy,ensuring the result of work and leading the team success,and 13 competency characteristics.Finally,the established competency model was applied to the recruitment of middle-level managers.Each link is closely related to the competency characteristics,making the selection more scientific and objective.Thus right candidates will be selected to corresponding positions.Improving and perfecting the selection and recruitment of JZ Group's middle-level managers can made more talents stand out,thus promoting the company's efficient operation,which supports the realization of strategic goals of the enterprise.JZ Group selects middle-level managers based on the competency model.That significance lies in adapting to the urgent needs of scientific and sustainable development;innovating the new model of human resource management;deepening the competency model research;enriching the evaluation mechanism.Besides,this research provided a good reference for large state-owned enterprises during the period of transformation and upgrading.It is also a successful practice of the reform and innovation of the talent classification evaluation mechanism advocated by the state in the new era.The method and results of building the competency model of JZ Group as well as the application in recruitment are reproducible experience,and have promotion value.
