In the context of the new round of National Strategic Regional Development Plan and Domestic Industrial Transfer, the thesis on China's regional economic development has some practical significance. In this paper, using the concept "Spatial Divisions of Labor" in Humanistic Geography, and based on the classical division of labor theory, new economic geography theory, and multi-location business theory and so on, we build the analytical framework of the spatial divisions of labor theory. Based on the theory, employing Chinese Date from different regional level, we explored the structural problems of China's regional economic.Based on the Chinese urban panel date included284cities between2003and2008, we found that Chinese urban specialization level are lower, but show continuously rising trend. In Chinese three economic circles, functional specialization is much more significant, and shows a trend to be much more aparent. The feature of functional specialization in China is the same as the west world.The effects of the two kinds of specialization on city economy development are both nonlinear. Take into consideration of Chinese urban development situation; it is reasonable to raising the two kinds of specialization. To the cities in different areas and with different scales, the effects are different. In addition, based on regression analysis results, we discussed the optimal specialization level in different types of city.Based on the panel date on Yangtze River Delta's prefecture-level city's two-digit industries, found that in the economic circle, two-digit industries'absolute geographic concentration and industry growth shows significant negative correlation, which shows wide-area agglomeration economy and desired industry convergence within the scope of economic circle; Manufacturing industries specialization in the economic circle shows constantly improving trend, but the degree of urban specialization is negatively related to industry growth, which shows relative diversity of manufacturing industries is more conducive to manufacturing industry growth. The findings are contrary with widely accepted views, and then we explained the reasons of the differences from the angle of urban functional specialization.
