The Study Of Theory Of Livable And Ecological City And Its Appraisal System

At present, along with the better development of the urban economy, there comes a trend of the overall deterioration of environmental quality and an increased threat to the eco-system, thus living conditions are under tremendous pressure. On the other hand, people are paying more care to their living environment. It is the social ideal and also the basic prerequisite to create a favourable living condition. In this sense, it is of both theoretical significance and of practical value to do research on the construction of eco-friendly city.This dissertation follows such line of thinking:first, it analyses the background and concept of cities with favourable living conditions and of eco-friendly city on the basis of the relevant theoretical researches from home and abroad and proposes that such an eco-friendly city should embody five features:"people-first", "eco-friendliness", "sustainability", "safety" and "energy conservation". Secondly, it elaborates on the connotation of the eco-friendly city, analyses and compares the relevant theoretical researches and comes to the constructive theory and principles. Thirdly, on that basis, it puts forward the guiding ideology and basic principles for establishing the evaluating indicators system and forms the evaluating sytem of the eco-friendly city, which effectively integrates the evaluating systems for China Habitat Awards and other awards for National Eco-Friendly City, Garden City and Citites with Favourable Living Conditions. Then it suggests that the theory and evaluating system proposed in this dissertation should be verified with the TOPSIS method and Jiangyin City of Jiangsu Province as a demonstration. Finally, it comes up with the guidelines and targets for the development of the eco-friendly city and the principles and scheme of its management system in light of the ISO9001 and ISO14001 standards.This dissertation has four major creative aspects:It defines the scope of an eco-friendly city, which includes the whole administrative regions of a city and refers to a "community" of urban and rural areas. It also defines the connotation of building a city of favourable living and ecological conditions, i.e. "people-first", "eco-friendliness", "sustainability", "safety" and "energy conservation" It expounds the new concept of the eco-friendly city with favourable living conditions and proposes special theories of five "colours", five "Cs", and five "points", etc..It formulates the evaluating indicators system of the eco-friendly city and proposes the sample research on the basis of TOPSIS method and with Jiangyin City as a case study.It puts forward the guidelines and targets for the development of the eco-friendly city and formulates the management system according to ISO9001 and ISO 14001 standards.
