The information content industry is rapidly becoming a part of our modern society and as such,information, together with material and energy, has become a fundamental resource. Presently, Chinais entering the information resource development phase which differs from that of the networkinfrastructure construction. As a result, the information content industry is emerging rapidly. Therefore,it is of great theoretical value and practical significance to conduct a study of the development patternand supporting policy of the information content industry.The focus of this dissertation will be to define the information content industry, to determinehow to develop the information content industry; to combine the new trend of modern industrydevelopment, thoroughly analyzes the medium its mechanism and realization of chain cluster andfusion development as it pertains to the information content industry, and to analyze the regulationand control modes, as well as proposing its supporting policy system.The main research and innovations are as follows.1. Based on related research from recent years, this dissertation will redefine the concept of theinformation content industry. Based on the concept and influencing factors of the industrialdevelopment pattern, this dissertation puts forward the development pattern of the information contentindustry: the chain pattern to solve the problem of industrial longitudinal organization, the clusterpattern to solve the problem of industrial space organization, and the fusion pattern to solve theproblem of industrial sources.2. On the basis of defining the information content industry chain, it is pointed out that theinformation content industry chain consists of the content materials, content creation, contentproduction, content communication, content consumption, and development of derivatives and itssupporting service. The information content industry development goes through the informationcontent industry chain construction, its extension and integration, including the vertical integration,horizontal integration and the mixed integration. The essence of this pattern is to deepen the labordivision, to reduce transaction costs and to achieve the industry growth by the means of organizationalreform. It is of great necessity to establish appropriate industrial chain through merge and acquisition,and strategic alliance if this pattern is adopted. The key lies in the grasping of the contentdevelopment, the management of consumers' demand, and the development brand derivatives,to namea few.3. The analysis of the characteristics of the information content industrial clusters, it is pointedout that the main impetus of the information content industrial cluster is the interactions between interdependence and competition. The advantages of this pattern lies in the following aspects: gainingoverall superiority, reducing enterprise cost, generating new enterprises, promoting enterpriseinnovation and creating a regional brand. Through the analysis of the flexible organization network,the social network and the tacit knowledge spreading, the mechanism of the information contentindustrial cluster is explained. The development of the information content industry cluster can berealized with the aid of history and culture, natural resources, talent advantage, industry characteristicand capital technology, as well as a reasonable layout of the industrial park according to theeconomic and technical relationship of content information.4. On the analysis of the concept and characteristics of the industry fusion, it is pointed out thatthe industry fusion of the information content industry is the penetration, extension and reorganizationof the content industry to others. The mechanism of this pattern is illustrated from two aspects, theprocess of the fusion and the generation of the new content industry. On the one hand, the informationcontent industry transforms other industries by means of the information technology which creates theinvisible content industry. On the other hand, other industries continuously provide new content whichpromotes the development of the new information content industry. At last, ways of realizing thefusion development of the information content industry are put forward, such as the application of theinformation technology, the acceleration of the service in the manufacturing industry, the promotion ofthe fusion in the information content industry chain and integration innovation.5. Government's macro regulation is inseparable to the development of the information contentindustry. On the basis of experience of developed countries, it is suggester that the government'sguidance should be offered to develop the information content industry in China. This based on themarket mechanism and government regulation as well. Different regulation policies should be taken indifferent times according to the industry development cycle. Again based on the present situation andthe development trend of the information content industry policy, this dissertation discusses theobjectives and principles of the information content industry policy. The supporting system in China isbuilt from the following four aspects: including laws and regulations, economic policies,administrative policies and ideology policies.
