From The Separation To Integration Of Urban And Rural:China Road And Its Mode Of Practice

In solving problems concerning peasants, agriculture, and village, and realizing the harmonious development of the relationship between city and country which is an important problem involving in the destiny of our country, China is looking for a way to resolve this problem. The practice and exploration in some areas has accumulated rich experience for urban and rural harmonious development in China. The comprehensive and profound summary of the experience, and based on the experience, further exploring the methods and ways in the process of construction of the integration of urban and rural economic and social development become an important academic proposition.The Xinxiang city, located in the central area of Henan province, from2006, has fully implemented the urban and rural harmonious development, and put forward to new rural construction, the county economic development and the construction of the metropolitan area of Xinxiang's "trinity" system engineering as the carrier, and promoted six urban and rural integration construction including the urban and rural development planning, industry layout, infrastructure, public service, employment, social management. After six years of practice, the Xinxiang city has achieved remarkable results and accumulated valuable experience. Through the comprehensive induction and summary of "Xinxiang experience", this paper will discuss the urban and rural harmonious development's future direction and the Chinese road.Firstly, it is necessary to state the topic origins of this paper and the significance of the study, and review the research situation at home and aboard, and propose research method and analytical framework. It is a must to review tortuous course of the relationship between urban and rural areas since the foundation of China, and sort out party and state's the principles and policies on urban and rural development, and analyze theoretical background and practical background on the urban and rural areas' implementation.Secondly, from the guiding principles, milestones, core content and implementation of path and so on, it is necessary to examine the top-level design and strategic planning of urban and rural areas in Xinxiang City; and from the perspective of the governance paradigm shift, it is also necessary to analyze the role played by the Xinxiang City party committee and government in the process of urban and rural areas and evaluate performance and explore the strength and limits of governance under the new social environment.Thirdly, this thesis analyzes "three coordinated development" approach of Xinxiang city, and inspects the pathway that the Xinxiang city in urban and rural development carries out "not to sacrifice the ecological environment as the foundation's coordinated development of the new type industrialization, urbanization, and new agricultural modernization". Based on detailed examination for "three coordinated development" concept and its role, the article summarizes and concludes the Xinxiang city's "three coordinated development" coordinated development's paths and methods.Then, this paper analyzes the mechanism that industry support and promoting urban and rural harmonious development, and investigates Xinxiang city's main methods in strengthening the industry support; and evaluates the utility on industry development promoting urban and rural harmonious development, and based on this, puts forward to strengthen the industry support's improvement measures.Finally, from some aspects such as economy, society and ecology and so on, this paper comprehensively investigates the urban and rural harmonious development's benefits of Xinxiang city, and analyzes its difficulties and disadvantages; and presents "Xinxiang experience" and "China road" of urban and rural harmonious development, and on basis of this situation, explores the future development direction and target of urban and rural harmonious development and makes future prospects.
