Ever since the city, there is separation, confrontation and integration in the history of urban and rural areas, reflected in the urban-rural coordination-uncoordinated-coordination dynamic developing process. Both developed and developing countries must face and solve the problem that uncoordinated development between urban and rural areas in the process of economic development. And that is why both developed and developing countries have made their efforts to eliminate the unfavorable social factors which affect the urban-rural coordinated development, and obtained different effects. Most developed countries have basically achieved the coordinated development of urban and rural areas. To most developing countries, they are facing different historical stage, different international and domestic environment from the developed countries, therefore, they will encounter more difficults. Many developing countries have formed urban-rural dual economic society structure, so it is of great importance to get rid of the disadvantages of it if one developing wants into the ranks of developed countries.Our country is a typical of rural-urban dual economic and social structure, and is one of the most prominent nations which encountered urban-rural uncoordinated development question. The 90's of the last century, along with the gap between urban-rural areas becoming more and more large, our party and government pay more attention to the problem about three rural issues and have determined to face and solve it. For the problem of how to realize the urban-rural coordinated development, Chinese government attaches great importance to it. Since the 16 th national party congress proposed the goal of coordinating urban-rural economic and social development, the 17 th national congress proposing to form a new intergrated pattern of urban-rural economic and social development, promoting the integration of urban-rural development has become the fundamental way to solve the “three rural issues” in the eighteen report. The coordinated development of urban and rural areas has been from strategic objectives into concrete paths, so it is necessary to explore system dynamics about it.City and countryside is an indivisible heterogeneity organism. They are different, but influence each other, the two coordinated development is directly related to the entire national economy sustainable development. It is necessary to explore the power system under the gudience of a scientific theoretical system to realize the urban-rural coordinated.Presently, academic circles on how to realize urban-rural coordinated development has given many measures, some pretended way from industrial coordination perspective, some explained it from urbanization, and some from urban and rural labor unity, in fact, all of above are one side of it, comprehensive system of urban-rural coordinated development including economy, politics, culture coordination, social harmony and ecological harmony and so on. So to speak, the coordinated development of urban and rural areas has penetrated into all aspects of the national economy, one aspect of the policy has not been a good solution to the problem. Realization of urban-rural coordinated development must be under the guidance of a scientific theory system, explore power system of it.This paper is under the thought of Marxism about urban-rural coordinated development, which systematically analyses the content, the history, the reality, and the reason of it, and obtain the system dynamics about harmonious development between city and countryside.The first chapter mainly introduces the basic concept, the basic connotation of urban-rural harmonious development, which concludes that the urban-rural coordinated development is a process through separation, opposition and integration. In this process, division of labor is the main cause of urban-rural separation, but also the fundamental driving force of urban-rural integration. What the second chapter mainly introduces is the history about it. The relationship between urban and rural areas in China had gone through the new democratic revolution period when the Communist Party of China prompted it; and the period from the founding of new China to the reform and opening up when the government considered both city and countryside, and the period of planning the urban and rural integration since the beginning of the new century. Research shows that urban-rural coordinated development is a process of Karl improvement with developing cost, division of labor is the fundamental driving force that affects it. Production division and social division both influence the whole process.The third chapter carries out the real question for the urban-rural uncoordinated problems. The development of urban and rural areas has not only about economic coordination, it has penetrated into all aspects of urban and rural residents' life, the political rights, the culture literacy, social security as well as the city and countryside ecological environment etc. On this basis, this paper makes a theoretical and empirical analysis of urban-rural development including the industrial division of labor, the regional division, the element division and the system of division, which proves the division of labor's great importance to urban-rural coordinated development. The fourth chapter mainly illustrates the domestic and international practice of urban-rural coordinated development, being divided into two big problems. The first step is about the urban-rural coordinated development in developed countries, analyzes the model, the history and current situation of Britain, Japan, Korea, and American, draws conclusion of how to realize urban-rural coordinated development in those countries. The second problem is about the most realistic carrier-- county economy, which makes theoretical overview and summary to the coordinated development of urban-rural status, existing problems as well as basic experience, and verified ZhuCheng county model. The fifth chapter gives a systematic description about objectives, principles, and the motive power of urban-rural coordinated development.Presently, our country has entered into the stage of promoting agriculture with industry, leading country with city, and breaking urban-rural dual structure, form a new pattern of urban-rural economic and social integration. Comprehensively promote the integration of urban-rural planning, integration of industrial development, urban-rural infrastructure integration, public service integration, employment market integration, social management integration, are the primary goals of urban-rural development.According to the overall planning, the pursuit of efficiency, adaption to local condition, open communion, symbiotic harmony principle, urba-rural regional division, urban-rural economic and social development should be based on scientific and rational urban-rural industry division, urban-rural elements division and social system innovation.This paper is to solve the existing problems of urban-rural coordinated development and put forward systematic countermeasure. The third chapter is about realistic question and theoretical analysis of it; the fifth is about power system of it. The research about urban-rural industry division, urban-rural region division, urban-rural elements division and urban-rural dual system in the third are one-to-one correspondence to the fifth's content, which completely shows division's dynamic action to urban-rural coordinated development.The goal of this paper is trying to explain the history of urban-rural coordinated development by a new perspective, attempts to explain the cause of the disorder of urban-rural development by division, which is not only the practical need to solve the problem of urban-rural development, but the theoretical need to enhance Marx doc explanatory to the realistic world. The new perspective gives a new way to solve urban-rural coordinated development.
