Resources allocation is a kind classical issue in management science. Given all kinds of given finite social and natural resource, it aims to allocate them to varied departments, industries, areas and production groups to gain the best input-output efficiency according to the objective needs of economic production activities and certain social rules or allocation mechanism. From the viewpoint of adjustment of industry structure, its key is just resources allocation, Moreover, The process of industrial restructuring is the process of resource allocation. So in this thesis, we have explored the resources allocation problems in Wuhan metropolitan based on data envelopment analysis(DEA) methodsThe main contributions and novelties of this thesis are stated below:(1) A DEA model with undesirable factors has been comprehensively explored.From property of undesirable factors, a handling method is characterized for DEA model to undesirable factors. Based on the assumption that undesirable output can be adjustable separately, it can be partitioned into separable and inseparable models; moreover, it can also be categorized to direct or indirect methods according to the ways of DEA model dealing with undesirable output. Meanwhile, we also have made a thorough inquiry to three comparative efficiency quantization methods by applying indirect separable model, direct separable model and inseparable model, respectively. On the basis of the above methods, the corresponding models have been constructed by considering either undesirable factors involved in only input or output or undesirable factors contained in both input and output, following the discussion of their economic significance(2) A novel method has been proposed to analyze decision process in DEA model.In the proposed method, a decision unit can be divided to several sub units to analyze the operating mechanism in decision unit. Then the optimal allocation rate among sub decision units can be achieved under the circumstance of the best industry structure efficiency, at last a efficiency analysis can be made by unilateral undesirable model with the optimal allocation rate. Outlined by the above steps, a novel DEA model can be constructed to solve the case with undesirable factors and shared factors, moreover, the presented model superiors to the DEA model with undesirable factors on classification invariance. (3) A three-phase model including undesirable factors has been constructed and integrated.Based on DEA model, we have transformed the multi-objective problem, i.e. maximum desired output, minimum undesirable output and minimum input, into multiply single-objective problems and constructed the corresponding planning model, where the above objectives have been ranked by the priority of the corresponding economic activities to the sequence of maximum desired output, minimum undesirable output and minimum input. Then, according to their priorities, maximum desired output, minimum undesirable output and minimum input have been summed with the corresponding weights. Thus the above multi-objective problem has been integrated to a single objective problem to evaluate the efficiency.(4) DEA models with constraints of shared resources or input-output in resources allocation have been put forward.We often occurs to the cases of input resources shared (for example, the total amount of input funds of administrative departments controlled) or output constrained (such as total carbon emissions), which constrains the resources allocation. Thus we have proposed the corresponding DEA models by taking these cases as constraints either in the decision unit decomposition problem or multiply objective integration problem.(5) Empirical ResearchAfter drawing a full conclusion on the industry structure in the corresponding metropolitan, which the thesis focus on, the analysis on the industry structure rationality and its adjustment orientation of Wuhan metropolitan has been made by undesirable factors contained model with output constrained, and then the efficiency on Wuhan metropolitan resources allocation has been evaluated using undesirable factors contained three-period single model and integrated model, respectively. At last, the results of empirical research on Wuhan metropolitan resources allocation will contribute to policy-make and industry structure adjustment for the corresponding administrative departments.
