Recognization And Allocation Efficiency Analysis On Maize Production Factors In Jilin Province

As we know, the international market competitive power of maize in JilinProvince is relative weak because of imperfect management system, deficientmarket condition and lack of resources allocation efficiency though it has abundantnatural resource and labor force. Therefore, Jilin Province should change thetraditional resources superiority view to the market competition superiority view, iethe resource allocation superiority view. It can be said that the ability of resourceallocation is the key of market competition, the factor deciding the allocation ofresources and the crucial element of economic rise. So, how to optimize theallocation of agricultural especially the maize resource, enhance the marketcompetitive power and transform the resource superiority to the economicalsuperiority in Jilin Province is an important issue that needs to be studied urgentlyin the process of new rural reconstruction.This main research content and conclusions of this paper are as follows:1. The author elaborated the elementary theories, the domestic and foreignresearch status and the main research methods of agricultural resources allocation,and distinguished the research object and limit of this thesis. Then the authoranalyzed the production status and resource allocation status of maize in Jilinprobvince, and pointed out the existing problems in Jilin Province's maizeproduction.2. The author established the regression model and forecast the maize outputand production value in Jilin province from 2006 A.D. to 2020 A.D. based on theinvestigation data from 1990 A.D. to 2005 A.D., and drew the clnclusion that maizeoutput and production value in Jilin province will increase stably in the future morethan 10 years, so we can deduce that the maize would be primary food crop in Jilinprovince still, and play an importmant role in the agricultural economysequentially.3. The author recognized the main maize productive factors in Jilin provinceby using the factor analysis method, and discerned the essential factors whichaffected the maize productive factors allocation efficiency, including the expense ofseed and seedling, the expense of chemical fertilizer and the farm manure, theexpense of hiring machinery and livestock as well as the expense of employinglabor force. The allocation efficiency of these four kinds of production element willdecide the allocation efficiency of maize productive element in Jilin province.4. The author analyzed and calculated the crosswise territorial allocationefficiency of maize productive essential element in Jilin province by using dataenvelope analysis. Then he caculated the allocation efficiency of maize productiveelements in 21 pieces of maize productive area by adding the referenceddecision-making unit, and arranged the allocation efficiency of the 21 pieces ofmaize productive area. At last, the author obtained the improvement information ofnon-effective policy-making units by using the projection analysis.5. The author analyzed and calculated the change of allocation efficiency ofmaize production essential element based on the historical evolution data from1990A.D. to 2004A.D. of maize production in Jilin province during the process ofthe longitudinal time series. Then the author calculated the change speed ofallocation efficiency of maize productive essential elements by using the DEAmodel of two times relative efficient assessment, and obtained the technology andscale changing tendency of maize productive essential elements allocationefficiency in the 21 pieces of maize productive area.
