Jingjinji area is an area based on Beijing and Tianjin,Including Hebei global broad areas. The area is one of the most important areas due to the capital Beijing, with high-profile economic and social development, Jingjinji occupies an extremely important strategic position in our country. With the advent of the new century, technological innovation changes the role of traditional elements to economic development, such as capital and labor, and gradually become the core driving force for regional development. As Jingjinji’s scientific and technological resources distribution is one of the most concentrated regions, allocation status and efficiency of scientific and technological resource not only affects the Jingjinji’s technological innovation, but also affects the further reform of science and technology system in the area. In this context, this paper will configure the current status of science and technology resources in Beijing, Tianjin and and Hebei, summarize the distribution of science and technology resources in the three regions, analysis some hurdles which are needed to get rid of to improve the overall level of resource allocation efficiency of science and technology.This paper includes six chapters, the first chapter introduces the background and significance of this paper, summarizes current research and a brief summary of this study’s ideas and frameworks; the second chapter discriminates some concepts of science and technology resources, combined with some resource allocation method, and sort out the theoretical basis for modeling and empirical analysis basis.The third chapter analyzes the current situation of Beijing, Tianjin Science and Technology Resource Allocation. factor analysis model is introduced for the first time to measure the overall level of resources, based on the science and technology index system. After data normalization,this paper develops an evaluation function based on the standard deviation factor and the contribution rate factor. Then use quantitative analysis method, summarized the Science and Technology Resource Allocation characteristics, advantages and disadvantages in each region.In the 4th chapter, we use Deap2.1 for improved data envelopment analysis, the results shows the level of scientific and technological resources exist the similar polarization and regional differences, while Suhuzhe are relatively balanced and the production runs near the frontier.The 5th chapter proposes some hurdles which are needed to get rid of to promote science and technology allocation status and efficiency:follow the market rules, establish coordinating bodies of science and technology resources sharing, the sharing of science and technological resources should be divided into three steps. As well as some detailed steps.The 6th chapter gives summarizes and prospects.
