With the development of the city, the traditional transport infrastructure of urban road has become increasingly overwhelmed. Traffic congestion, inefficiency of people travel, and travel difficulties have become chronic problem of restricting the healthy development of Chinese cities. How to create a smooth, efficient, economical, environmentally modern transportation system has become the object of many scholars. Since BRT Bus Rapid Transit system has low cost and is suitable for a wide range, it has become the preferred one of the reformers of urban traffic.BRT (Bus Rapid Transit) is an operation service which use high-capacity public transport vehicles and intelligent communications technology to provide operational services similar to the rail transport mode in a special bus lane and special Bus website. Compared to rail transit system, the BRT costs are much lower, but establish a full BRT system still need to invest a lot of money. According to the data, now domestic BRT system construction most using the Government full investment mode, there is a big risk in this model. If the operators lead to the failure of the project will make the Government suffered huge losses and impact on the local economic development, so we suggest using the financing model for BRT projects. Many experts and scholars at home and abroad also have discussed this financing model. Because of these model's defects, financing model facing amount of problems. These problems are investment, the complex situation, long construction period of BRT system, high-risk, uneven risk sharing.This condithion may result in project failure. Therefore, explore an integrated financing model for the BRT project will guarantee the successful operation of BRT project.This paper combined the BOT/BT/TOT single financing mode to BOT-BT-TOT integrated financing model from the angle of model transformation. Using public goods theory, project distinction theory, comprehensive integration theory and other scientific theory to establish the BRT projects BOT-BT-TOT integrated financing mode structure, operation mechanism, public-private cooperation mechanism, risk-sharing mechanism and policy and regulations system. Provide a reference for the construction and development of the BRT project BOT-BT-TOT integrated financing. Specifically, the main research contents are as follows:1. The logical dimension of the BRT project BOT-BT-TOT, integrated financing model.The research of logical dimension involves the structure and effectiveness of the BRT project BOT-BT-TOT, integrated financing model. On the basis of analysis of BOT/BT/TOT, a single financing model BRT project applications, in contrast to the structure of these three financing models, stakeholders and characteristics. Using scientific theory to build the framework structure of the financing model, and study the investment structure, financing and credit structure in this frame structure. Finally, conduct a comprehensive assessment of the BRT project BOT-BT-TOT, the benefits of integrated financing model.2. The time dimension of the BRT project BOT-BT-TOT, integrated financing model.The study of time dimension involved in the BRT project BOT-BT-TOT, integrated financing model of cooperation mechanisms and risk management. First, build the cooperation mechanism of the BRT project BOT-BT-TOT, integrated financing model by using participatory seminars and the way of monitoring and evaluation, and then conduct a comprehensive analysis and assessment of the risk of the use of risk management approach to the project.3. The knowledge dimension of the BRT project BOT-BT-TOT, integrated financing model.The study of knowledge dimension mainly involves BRT projects BOT-BT-TOT integration of financing model with relevant laws and regulations and intermediary organizations. First to BRT projects BOT-BT-TOT financing mode of integration involving existing laws and regulations has summarized, then analysis these laws and regulations of existing problems, then to solve these problems are proposed.4. Kunming BRT projects for the case of the above content for practical discussion.Using the theory of WBS decompose BRT projects up Kunming sub-project, and the use of a comprehensive integration theory to choose suitable financing mode for the sub-project, finally practical research the Kunming BRT projects BOT-BT-TOT integration of financing models cooperation mechanism,risk-sharing mechanism and operation process. BOT-BT-TOT integrated financing pattern than a single more flexible financing mode, risk sharing is more rational, more suitable for complicated cases, investment quota big BRT projects, hope this paper for the BRT projects development provides a new idea, in order to speed up the BRT projects contribute strength.
