Based On Ppp Financing Model Of The Urban Infrastructure Project Risk Management Study

In recent years, along with economy's fast development and the accelerationof urbanized advancement, the existing urban infrastructure projects can not satisfythe economy's demands. At the same time, governments' high investment, lowefficiency and resources' high consumption in construction of urban infrastructureprojects have already became a world wild questions. The PPP financing model makepublic department policy supports and the personal department's abundant fund,advanced management, rich managerial experience together, and this model havealready been applied to the construction of urban infrastructure projects. PPP project'sduration is long, the affected areas are broad, the investment fund is more, therelations between the right and the voluntary is complex, so PPP projects faces a lot ofrisk factors and its risk questions always be the focal points which each participationcared about.The article has consulted the massive literature, firstly obtained from PPP model's basic concept, introduced the operation procedure, organizations and agenciesestablishment, each participation's basic situation and its congruent relationship ofurban infrastructure projects under the PPP model. Afterwards, the article has carriedon analysis and appraisal of urban infrastructure projects' risk, analyzed urbaninfrastructure projects' main risk characteristic under the PPP financing model anddivided the risk category. The article has constructed the personal investor's riskassessment target system under the PPP financing model, and has established the riskassessment model using the level analytic method and the fuzzy mathematics method.In the risk assessment foundation, the proper attention to both project participationside and the project overall benefit, various investors' risk shares the machine-madequestion from the system and the management stratification plane to the urbaninfrastructure PPP projects to carry on the analysis and the research, and designedthe risk system of urban infrastructure PPP projects. Finally the article has alsoanalyzed risk management situation of the urban infrastructure PPP projects, andproposed the feasible risk guard measure.The research can not only give the supplement to the existing projects' riskquestion theory, also can provides each participation the advisory opinion of how to effectively dodge and share the risk of urban infrastructure projects when PPPfinancing model is applied.
