Research On Risk Assessment Of PPP Financing Model For Urban Infrastructure Projects

The infrastructure construction is one of the foundation of the city’s construction,a perfect infrastructure construction can provide a plenty of convenience for the residents’ daily life and trading activities.As the infrastructure construction belongs to large scale project,it involves huge demands of both human and financial resources,which exert great pressure to the government.Recent years,our government has introduced the PPP project,which adopt the pattern that the government and the personal department could corporate and finish the project together.The PPP project can not only reduce the government’s financial pressure,exploit the advantages of personal department but also guarantee the quality and the smoothly running of the construction But there still will be a series of risk due to the infrastructure construction project’s large scale and lasting period.The PPP project also generates risk itself because it’s numerous participants.The risk of the project could determine whether the project could successfully accomplish and gain the expected earings or not,so it’s necessary for a project run a risk assessment and these assessment could provide preference for the project’s construction base on it’s risk level.The article’s idea is following behind.First,the introduction to the infrastructure and the PPP project.Second,detailed explanation of how to recognize and evaluate the risk using for.Third,with the method mentioned above and a instance.The article find and divide the potential risk in the project,using AHP and Fuzzy comprehensive evaluation method.The Article was based on the M freeway project in YunNan province,China.first,a simple introduction to the project,build the risk evaluate system and cofrim the weight of different risk.Then running a risk evaluate based on the M freeway’s data.the last part has confirm the risk level of this project,meanwhile it is a prefrence for the simlar project.
