A Study On Organization Of Vegetable Industry In Shandong

In recent years, especially introducing film house into Shandong province from 1992, vegetable industry developed quickly in Shandong province. The supply and demand of Shandong vegetable changed from supply falling short of demand and seasonal lack during past times to supply all-year and supply exceeding demand. Moreover, along with the peoples' standard of living improved, the consumer came into being some new demand to vegetable, such as superior quality, safety, diversification, and multi-levels. Additionally, our country entrancing WTO, which made Shandong vegetable industry be faced with numerous opportunities and challenges. However, there were some problems about Shandong vegetable industry and the exterior conditions, and these problems restricted seriously to the impelling effect of Shandong vegetable industry to Shandong rural economy and Shandong agriculture. Meanwhile, these problems weakened the sustained developed ability of Shandong vegetable industry. Hencen, we should study on the organization and management to Shandong vegetable industry, whether to Shandong vegetable industry or to the international need of Shandong vegetable industry and the development of Shandong agriculture, Shandong rural economy.Firstly, the paper analyzed the origination structure, conduct and performance of vegetable producing, marketing and processing in Shandong province by the SCP analytical method. Secondly, the paper discussed the vertical coordination and virtual management of Shandong vegetable industry. Thirdly, the paper studied the vegetable cooperation and guild what are two typical industry organization problems of Shandong vegetable industry. The following were the main points of the thesis:(1) The whole scale of Shandong vegetable producing was big, but its individual scale was too small and the degree of decentralization was high, which restricted the working of scale economy. The quantity of Shandong vegetable producer was numerous, and the barriers to entry and exit were low, that is to say, the structure of Shandong vegetable industry was conformable to full-competitive market structure. This structure led to some producing behaviors of Shandong vegetable producer, which were disadvantage to the sustained development of Shandong vegetable industry and restricted the sustained development abilityof Shandong vegetable industry. Therefore, the corresponding policies and measures should be constituted which can enlarge vegetable production scale, enhance the vegetable producers' science and technology stuff, improve the organization extent, and guide vegetable producer to take green production, and encourage vegetable producer to innovate technology to regulate Shandong vegetable industry.(2) The people who are engaged upon vegetable marketing in Shandong province were numerous. But the vegetable marketing scale was small, and the degree of organization was low. As a result, it was difficult to use advanced marketing means and implement in the process of marketing. Moreover, the post-harvest handling level was too low, and the tache of marketing-channel was so many that the transportation efficiency was low and the loss-ratio was high. It restricted the improvement of the competitive ability of Shandong vegetable industry and profit ability, and was disadvantage to Shandong vegetable participating in international competition. Therefore, the new-style vegetable green marketing system should be designed in order to adapt the need of internal-overseas market and Shandong vegetable sustained development, and accelerate Shandong vegetable industry developing further.(3) Vegetable processing was effective to prolong the vegetable product value chain, to reduce the loss ratio of vegetable product, to improve the additional value and technologic contents. As well, it had a great effect on improving the income of vegetable farmer and accelerating the sustained development of vegetable industry. However, the scale of Shandong vegetable processing could not satisfy the need of Shandong vegetable industry because its scale was small. Furthermore, Shandong vegetable processing barrier to entry was so low that many small enterprises competed on a low level. As a result, Shandong vegetable processing enterprises were shortage of innovation ability and were empty of mergers & acquisition or expanding ability. In addition, Shandong vegetable processing enterprises' competitive ability improved difficultly, and exporting benefit decreased. So some effectual measures should be drawn up in order to accelerate enlarging the enterprise scale, enhance the product quality, increase the exporting benefit, and drive the development of Shandong vegetable industry.(4) The development of Shandong vegetable industry was indispensable to each tache clasping. Only each tache developing in phase and making the best of various resources couldbe able to accelerate the sustained development of vegetable industry in Shandong. Today, the vertical Coordination of Shandong vegetable industry was imperfect. And its dominant model was backward combine, the forward combine developed laggardly, and there were some problems in the process of vertical corporation running. In result, it didn't have noticeable effect on Shandong vegetable industry. Meanwhile, with the degree of social informationization improved constantly, vegetable industry vertical corporation could not suit the need of information society gradually, and Shandong vegetable virtual management worked difficulty because it was in the embryonic stage and immature. All these restricted the improvement of competitive ability of Shandong vegetable industry and profit ability. Hencen, Shandong must make great efforts to drive Shandong vegetable industry vertical corporation, absorb the modern information technology constantly, and implement virtual management step by step in order to meet the need of current information society and promote the improvement of competitive ability of Shandong vegetable industry and profit ability.(5) Constituting vegetable cooperation can improve the organization degree of vegetable-farmer, change the strength contrast of every tache in the vegetable industry chain, improve the status of vegetable farmer in the vegetable industry chain and enhance the power of vegetable fanner. Consequently it can strengthen the foundation of whole vegetable industry and be favorable to sustained development of Shandong vegetable industry. The practice of developed country proved that vegetable corporation did have positive effect on the development of vegetable industry. But Shandong vegetable corporation had a lot of problems including talent, fund, managing, operating, and organization framework, etc., which restricted the function of vegetable corporation seriously. Therefore, some organization countermeasures should be instituted, which were based on taking external conditions for Shandong vegetable corporation development and the corporation's own construction into account and paying attention to using the foreign experience, in order to accelerate the development of Shandong vegetable corporation and to drive Shandong vegetable industry developing further.(6) Shandong vegetable industry had a demand to vegetable guild because Shandong vegetable industry developed rapidly and the trade scale expanded constantly. Moreover, with the government transforming functions and our country acceding to WTO, vegetable guildsystem needed to be builded up and perfected in order to administer and organize Shandong vegetable trade better. Since Shandong vegetable guild had a lot of problems in practice, Shandong vegetable guild system was supplied insufficiently and could not meet the demand of Shandong vegetable industry development. Therefore, on the basis of instituting the external conditions of Shandong vegetable guild development, Shandong vegetable guild system should be instituted and perfected, and new pattern vegetable guild should be institute which not only adapted to the practice of Shandong vegetable development but also adapted to home and international market's demands. Consequently, the competitive ability of Shandong vegetable industry could be improved and the modernization and sustained development of vegetable industry could be led and advanced to realize in Shandong.
