Industrial clusters first emerged in agriculture and mining industrial which depend on natural resources, and later appeared in processing industrial which lay emphasis on regional advantages. Nowadays, industrial clusters have entered into both traditional and high-tech industries. With the development of the modern transportation means, the saving of transportation freight is no longer a main concern for industrial clusters. And natural resources also hold less influence on them. All this suggests that the decisive factors affecting industrial clusters and their motive force have changed greatly with the globalization of the economy and the boosting of intellectual economy. Therefore, this thesis tries to take stock of industrial clusters and their motive force and analyze them under new economic conditions.This thesis holds that traditional factors undoubtedly play a very important role in the forming and development of industrial clusters all around the world. However, the function of systematic innovation and organization reform can not be neglected. The forming of competitive industrial clusters rests not only with the innovation or stagnation of intellectual economy, with system innovation or conservation, but also with the combination of both. In this case, this essay cites a great many necessary evidences from industrial organization theories, network organization theories, regional economy development theories, industrial globalization management theories and new systematic economics theories. It accomplishes the whole process through systematic analysis, network analysis, comparison analysis and some others methods.This essay tries to discuss the theoretic frames of the industrial clusters and their motive force under new economic conditions from the perspective of innovative network capital system. It discusses the basic structure and characteristics of innovative network capital system, and uses this as a frame to focus on the analysis of the three essential elements and the interaction among them.(1) Knowledge and technology innovation and industrial clusters. Knowledge and technology innovation and expanding are the causes of industrial clusters. In turn the concentration of the industries would accelerate the innovation and expanding rate of knowledge and technology. The innovation of knowledge and technology is the foundation of industrial clusters and the internal motivation of it and its development.(2) Function innovation of the local government and industrial clusters. Changes of government roles and innovation of government function are not only for the requirements of economy globalization and knowledge development, but also for the requirements of industrial clusters globalization development, and moreover, for the requirements of breaking the competition limitation of industrial clusters, of the development of regional clusters economy, and of the industrialization. Government should form a certain kind of direct or indirect pressure or gravitation for the clusters innovation and development mainly through the provision of a necessary environment for clusters development, thus provide systematic motivation for the local industrial clusters. Especially when market system isn't perfect, government's (local government) function is very important for industrial clusters and its development.Certainly, from an overall perspective, as the gradual perfection of market economy system, government's (local government) function over the forming and development of clusters would be relatively weak.(3)Economic globalization (clusters' international operating system innovation) and industrial clusters. The industrial clusters from any country or region have to face the challenges of economic globalization and knowledge-incentive trend. Only by actively integrating themselves into the global industrial-divided chain, and participating in international competition, can the industries and business enterprises overcome the rigidity of capital appropriation, the rigidity of industrial value chain's trend of sameness, the rigidity of technological innovation, the rigidity of industrial development network construction, etc. Then they can become an open network capital system with strong innovative abilities. Therefore, the cluster's ability of participating in the international market is the exterior impetus (or pressure) which decides whether they can maintain sustainable development.These three key factors don't affect the clusters and their development in an isolative way. The innovation of knowledge and technology is clusters' interior impetus; the government (local governments), as the industrial development decision maker, has the characteristic of "broker"; the economic globalization, as the international market competitive pressure, force the clusters to obtain the ability of achieving sustainable development. The different proportional distribution of the power of these three factors determines different producing, growing, and sustainable developing mode of the industrial clusters in every country or region or the industrial clusters in different areas within every country or region. The different degree of the interaction of these three factors also determines the diversity of industrial clusters, their innovative development motive and international competitiveness under the circumstance of economic globalization and knowledge-incentive trend.This thesis holds that innovative network capital system not only constructs the impetus for industrial clusters and their development, but also creates a high-level industrial cluster development network foundation that has strong innovating abilities for continuously obtaining and increasing clusters' competitive abilities. On this basis, this thesis studies two typical high-tech zones in the world, analyzing their modes of how industrial clusters developed by contrast. This thesis aims at discovering the concrete forms of innovative network capital system and its realizing approaches. In addition, this thesis analyzes the examples of high-tech zones in China, then puts forward some proposals for the industrial clusters in China's high-tech zones about how to improve their efficiency and international competitiveness.The author thinks that industrial clusters in nature are an organic combination process of a series of scientific and technological innovation and system (organizations) innovation. Industrial clusters themselves have constituted the inside momentum for the development of regional economy under the background of globalization and knowledge-incentive trend. Regional economy and high-tech zones in China are undergoing a system transformation. They have to constantly innovate the technique and system, rebuild regional microeconomic organizations, promote the reform of the whole systems, initiatively connect themselves to world industrialnetwork, foster innovative industrial clusters, overcome the rigidity of advantages of clusters' competition, and take the road of new-model industrialization road. By doing these, the regional industrial structure could be driven to optimize continuously and the aim of promoting the sustainable development of economy could be realized.
