Industralization is the core issue during the process of economic development. It is a natural stage which can neither be skipped nor be abolished through decrees. However, it also brings us hidden perils and gives us a good lesson as well as material wealth and valuable experience. During the age of economic globalization and informationization, at the theoretical requirement of sustainable development and scientific development, our country should neither completely skip the historical process of industrialization, nor walks on the old path of traditional industrialization In the new circumstances, as a sublation of the traditional industrialization, our country makes request of the path of new-type industrialization, which provides a new idea for our country's smooth promotion of industrialization and the goal of basically realizing industrialization in 2020 and fundamentally realizing modernization in the mid-twentieth century.Western ethnic regions is underdeveloped, whose level of industrialization is not only far behind the eastern costal region, but also falls behind the national level. The underdeveloped industrialization explains the urgency for the western ethnic regions to change the road of developing industry and promote new-type industrialization. It is also an arduous task for the western ethnic regions to accelerate the process of industrialization and advance new-type industrialization. In fact, ever since 2002 when our country emphasizes to take a path to new-type industrialization, the gap between the western ethnic regions and eastern coastal regions is much further. China is a country of pluralism in unity, a unified nation of many ethnic groups. The lack of any part will not form an integration. Without the western ethnic regions' industrialization, there will not be the industrialization of the whole country. Without the western ethnic regions' relatively comfortable standard of living, there will not be the whole country's comfortable life. Without the industrialization of the western ethnic regions, we can not say that we have realized the industrialization of the whole country.Nowadays, although the study on the theory of new-type industrialization is gradually growing, qualitative research is more than quantitative research. In addition, the study on the application of new-type industrialization in the western ethnic regions is not enough. In view of the fact that the theoretical study can't meet the need of the practice, this thesis tries to construct a theoretical framework of new-type industrialization for the western ethnic regions from the aspect of value orientation, fulfilling mechanism and development patterns according to the requirements of new-type industrialization and the development of western ethnic regions. Under the guidance of the scientific theoretical thinking mode of "Presentation-Abstraction-Concrete", in combination with the method of comparative analysis, the method of combining normative analysis with empirical analysis and the method of combining qualitative analysis with quantitative analysis, this dissertation analyzes the conceptual framework and index demand of new-type industrialization, constructs the theoretical framework of new-type industrialization for the western ethnic regions, explores the current situation of the new-type industrialization and the origin of the existing problems in western ethnic regions and proposes measures of propelling new-type industrialization in the western ethnic regions.Chapter One reviews the related theory on industrialization, investigates the historical process of world industrialization and summarizes development type and mode of world industrialization. It also reviews the historical process of the industrialization of our country and defines the developing stage of our country through empirical and quantitative analysis. Then this chapter defines the connotation and characteristics of new-type industrialization and analyses the current index system of new-type industrialization.Chapter Two investigates the historical process and main features of industrialization in the western ethnic regions, analyses the status quo of industrialization through quantitative analysis and comparative analysis, defines the industrialization stage of the western ethnic regions, and analyses the comparative advantages, late-development advantages, comparative disadvantages and late-development disadvantages of western ethnic regions when we develop new industrialization.Chapter Three brings forward the value orientation of "human-orientation" for the new-type industrialization of the western ethnic regions. It reviews the theoretical origin of human-orientation, defines the meaning of human-orientation and the main contents and development strategy of the western racial regions when we develop new industrialization under the guidance of the value orientation of "Human-orientation". Then this chapter analyses the current situations of putting human resources development strategy and complete employment strategy into practice in details and puts forward the corresponding development measures on this basis.Chapter Four points out that the fulfilling mechanism of new-type industrialization for the western ethnic regions is innovation. It defines the meaning of innovation in economy, and puts forward that the main contents of innovation mechanism of the west ethnic regions' new-type industrialization is structure innovation, technological innovation and system innovation. Next this chapter respectively analyses west ethnic regions' structure innovation, technological innovation and system innovation through empirical analysis, quantitative analysis and comparative analysis in details.Chapter Five brings forth the diversifying developmental pattern of new-type industrialization in western ethnic regions. Based on the connotation and the diversity of functional objective of new-type industrialization, in combination with the particularity of the contents and condition of the new-type industrialization of the western ethnic regions, this chapter puts forward five developmental patterns for the western ethnic regions to develop new-type industrialization, which are demonstrated and analyzed concretely. They are the patterns of promoting industrialization by information technology, industrial clusters, strengthening rural industrialization, promoting private economy and recycling economy.The originality of this dissertation:1. The originality of the theoretical framework: Based on the connotation and characteristics of the new-type industrialization, from the aspect of value orientation, fulfilling mechanism and developmental pattern, this dissertation constructs the theoretical framework of new-type industrialization for the western ethnic regions and tries to study the systematic application of new-type industrialization in regional levels.2. Originality of the contents: This dissertation emphasizes new industrialization's value orientation of "human-orientation" theoretically, explores the western ethnic regions' development strategy of developing new-type industrialization under the guidance of human-orientation. Through the dynamic integration of structure innovation, technological innovation and system innovation, it puts forward and analyses the fulfilling mechanism of new-type industrialization of the western ethnic regions. On the basis of connotation and the diversity of functional objective of new-type industrialization, this dissertation suggests the diversifying developmental pattern, which is practically meaningful for promoting the new-type industrialization of the western ethnic regions.3. Innovation of visual angle: Based on the theory of new-type industrialization and guided by the scientific theoretical thinking mode of "Presentation-Abstraction-Concrete", with western minorities as subject and western ethnic regions as object, this dissertation is intensifies quantitative analysis on the new-type industrialization of the western ethnic regions. It attaches importance to the precision and depth of the study and enriches quantitative study on the new-type industrialization of the western ethnic regions.
