Road transportation is a main component of integrative transportation system, as well as is the foundation and precursor of national economy. Whether road transportation can adapt to the development of national economy will be directly related with the level and pace of development of national economy. So traffic and transportation, especially road transportation, is emphasized in the strategy of "to build a well-off society in an all-round way"and "to develop the old northeast industry base vigorously". In this dissertation, in order to scientifically and totally grasp the degree of adaptability of road transportation to the development of national economy, after systemic analysis of road transportation and national economy, study on their interaction mechanism and interaction dynamic simulation are conducting, on the foundation of studying the basic connotation of adapatability, basic theory, method, models and demonstration for evaluation adapatability of road transportation to the development of national economy are studied, then the degree of adaptability of road transportation to the development of national economy is evaluated from aspects of the balace of supply and demand, comprehensive performance and resource allocation, next, weakness taches of the development of road transportation system are found out, at last, some suggestion of countermeasures to improve adaptability of road transportation to the development of national economy is put forward. This dissertation is totally divided into six chapters which include introduction, theory study, evaluation study, demonstration, conclusion as well as strategic suggestion. In the first chapter, the significance of study on adaptability of road transportation to the development of national economy under current social and economic environment in our country is analyzed, then the aim of this dissertation is put forward; after the related study status quo is summed up, the problems and deficiency existing in the related domain is put forward; then specifically connotation of road transportation and national economy are defined, at last, the content and means for studying this dissertation are clarified. In the second chapter relativity of road transportation and national economy is conducted, and it includes: (1) The system aim, characters, and function of road transportation are analyzed at first, then factors affecting the demand of road passenger transportation are analyzed such as politics, economy, population and market, etc; and the factors affecting the demand of road freight transportation are analyzed such as politics, economy and market, etc; the macroscopical factors affecting the supply of road transportation are politics, economy and science and technology, etc; and the microcosmic factors affecting the supply of road transportation are transportation price, cost, etc. The change of regulation of share ratio of road transportation shows the change of its status in integrative transportation. And the correlativity and changing regulation of road transportation and national economy are studied by the method of statistics analysis. (2) The structure and relationship between the inner and outsider factors are analyzed. From the angle of system, road transportation, as a sub-system of society and economy system, is an organic unity, and it includes five sub-systems such as infrastructure, transportation equipment, transportation service, work force, and running organization and management.There is interaction between all the sub-systems and between the system and outer environment, and the outer environment mainly means politics, other transportation means, society and economy system, and natural environment, etc. The cause and effect relationship between the main factors of road transportation and interaction mechanism are studied by the cause and effect feedback loops of system dynamics,and the causality-feedback-loops are studied, such as road transportation and social economy causality-feedback-loop, road transportation and other transportation means causality-feedback-loop, road transportation and science and technology development causality-feedback-loop, road transportation and environment causality-feedback-loop, road transportation and security causality-feedback-loop,road transportation and transport price causality-feedback-loop. The the main conclusion can be drawn that roadtransportation and national economy promote each other to form a positive causality-feedback-loop. In the third chapter, the mechanism of interaction between road transportation and national economy are studied macroscopically with system theory and economics, and concrete content can be summarized as following: (1) The viewpoint of means-aim theory about interaction between road transportation and national economy is put forward, which means to develop national ecomomy is the aim of exchange of substance and information between systems, and to develop road transportation becomes the means of exchange, furthermore, means submits to requirement of aim. (2) The viewpoint of opposite-unity theory about interaction between road transportation and national economy is put forward, which means road transportation and national economy rely on each other and promote each other, what's more, they contradict each other. (3) The viewpoint of supply-demand theory about interaction between road transportation and national economy is put forward, which means road transportation requires capital(devotion of human resource, financial capital, and technology all can be transformed into capital devotion finally) from national economy, and it supplies passenger and freight transporation service to national economy, in reverse, what the national economy requires from road transportation is the proper road transportation service, and what national economy supplies road transportation is capital, and the relationship of supply and demamd between them is restricted by the regulation of supply and demamd of market. Chapter four makes a research on system simulation of interaction mechanism between road transportation and national economy, which is conducted mainly by the method of system dynamics. The range and principles of system dynamics simulation of interaction mechanism between them is studied, and flow diagrams of system simulation of interaction are constructed, next, system dynamics models are established, then the function relation of variables in the models are made certain and parameters of models are estimated. Next, for practical road transportation and national economy system, simulation on the development of the interaction between them is conducted, so correlative development tendency and regulation of road transportation and national economy are found.On the base of analyzing the relationship of road transportation and national economy in the first four chapters, in the light of the actuality that in our country road transportation doesn't meet the demand of national economy at present, in the fifth chapter the connotation of adaptability of road transportation to the development of national economy is put forward based on scientific-development viewpoint, coordinate-development viewpoint, and sustainable-development viewpoint; and the conception of comprehensive-performance index, efficiency-of-resource-allocation index are put forward, and comprehensive-adaptability index is constructed by comprehensive index method on the base of supply-and-demand-balance coefficient, comprehensive-performance index, efficiency-of-resource-allocation index; and the evaluation index system is established, and the evaluating model for adaptability of road transportation to the development of national economy is established on the base of road transportation supply-and-demand-balance coefficient, factors analysis and DEA model, and the demonstration analysis is conducted by taking Jilin province as an example. The conclusion can be drawn that efficiency and quality should be attached the same importance to as to quantity and scale by comprehensively evaluating the balance of supply and demand, comprehensive performance, efficiency of resource allocation of road transportation of Jilin province from 1994 to 2003. The adaptability of road transportation to the development of national economy of Jilin province is improving from the tendency of its changing, that is, the comprehensive adaptability is more and more strengthened. The development of road infrastructure is ahead of transportation demand of national economy, and the productivity of work force is improved gradually, but use efficiency of energy and conveyance is descending from their tendency of changing, so energy-saving technique should be applied, and the organization and management of road transportation should be enhanced in order to improve the efficiency of energy and conveyance. By transverse comparison of adaptability evaluating conclusion, the relative level of adaptability evaluation of road transportation to the development of national economy of different provinces can be seen clearly. In consideration of comprehensively evaluating conclusion and SWOT analysis, some suggestion of countermeasures to improve adaptability of roadtransportation to the development of national economy is raised pertinently from three levels, namely, government, industry management department and enterprises. (1) Our government should quicken reformation of industry administrative management to make it efficient and optimized, strengthen and improve macro-regulation and control on road transportation market to optimized resource allocation of road transportation; our government should reinforce construction of legal system and execution of the law to guarantee cultivation and development of road transportation market, and gradually release regulation of government under the condition that road transportation law system is perfect on the whole; furthermore, our government should guide road transportation to develop to modern logistics. (2) Administrative department of road transportation industry should quicken the steps of conveyance adjustment, organization, management and structure of enterprises of road transportation, reinforce management of road transportation market, promote the development of science and technology of road transportation, perfect its legal system, improve making of its work force and reinforce administration of this industry. (3) The enterprises of road transportation should carry out name brand strategy and talent strategy, change concept and way of management, actively adopt advanced technology, cooperate widely, optimize deploying conveyance according to market mechanism and communicate with government and transportation administration department on their own initiative. Chapter six mainly makes a summary and prospect for the study. Conclusions of total dissertation are generalized by reviewing, some innovative fruits of this dissertation are discussed, and the fields that should be studied in the future are presented.
