This paper regards Chinese Traditional Medicine (for short "CTM")industry as the research object, analyzes some difficult problems on strategy management process to improve the competitiveness of industry, promotes that general strategy management theories to combine with theoretical of industry competitiveness, and provides an integrative strategy frame including assumption, fact, method and technique.This frame covers several studies. Although the analyzing methods of each study vary with the concrete contents, the most methods generally follow the normal research process: the theory reviews (sum of literatures), synthesizes and analysis(CTM industry competition practices), summary, put forward the new concept, new method etc, apply with the deduce or case analysis, evidence analysis, compare analysis to verify the dependable, accuracy, adaptability of the new conceptions, and finally reach conclusions or observe the new method can be applied with or not.Following the general normal economics research process—"the concept deduces, the theory assumption, the assumption examination," this paper analyzes the theory elements of CTM industrial strategy, the competitiveness definition, the competitiveness behaves, decisive factors in competition, which provides a unifying theory jumping-off point of the strategy management to improve competitiveness of CTM industry.Applying with the normal methods and basing on the achievements of the past researchers, author puts forward the analysis methods of the decisive factors in CTM industry, studies the condition, advantages and disadvantages, the key obstacles and its solutions of technique development level, gift terms on resources, market construction, the singly possessing ability, exterior support term and environment of the CTM industry one by one.According the general procedure that strategy become, combining the internal term with total exterior background, author Synthetically analyzes the difficult problems in competitiveness promotion of CTM industry, makes a whole judge on the present strategy's hypothesis and truth, opportunities and threats, advantages and disadvantages for the establishment of new strategy, mainly analyzes on the advantages and disadvantages of the current administration in CTM industry after considering most aspects concerned.Author puts forward the establishment frame of the strategy for promoting CTM industry competitiveness based on the general strategy establishment process, on choosing the suitable strategy establishment technique, and on the particularity of the promotion strategy of the industry competitiveness. Author, according to this frame, also completes strategy establishment process including the strategy and its long-term targets, the path which long-term target come to truth and it's support term—to carry out "the strategy of gradually pushing the Chinese herbal medicine resources modern exploitation and CTM industry internationalization," to select the path of "inherit and innovation, for mankind health; state strategy, by the enterprises, breakthrough the key point, interactionoutside and inside", and the government by issuing the laws, standard, and the policy supports the CTM's researches, sustainable use, international exchange and propaganda in culture.This paper, using the general methods of strategy practice and evaluation, analyzes the relationship between the promotion of the CTM strategy practice and its' purpose, main body and the process, divides the strategy practice process into three stages-typical CTM "G" series standardization (2006-2015), CTM resource exploitation (2010-2020), Modern CTM compound prescribe internationalization(2015-2025), and gives the policy suggestion and the conceive to adjust the CTM organization construction in keeping with CTM" Big Science" characteristics for the reference of government decision-making.Main creations of this paper: 1) through summarizing large quantity literatures, author puts forward a triangle model of CTM industry according to the past studies, combining the present situation of the combinative Chinese herbal medicine industry, sets up the theory suppose, designs to verify the project, and finally collects the data to verifies the relativity between five big decisive factors and industry competitiveness. 2)Author analyzes the technologic, economic and competitive characteristic of CTM industry, sets up the analysis measures for the strategy form, the strategy establishes and strategy practice in their main stages based on the past studies and by the partly correcting in methods, and gives the integrative study frame about hypothesis and truth, measures and technique of CTM competitiveness.
