Michael. Porter thinks that a region's competitiveness and standard of living is determined by the productivity with which it uses its human, capital, and natural resources. The appropriate definition of competitiveness is productivity. The productivity of "local" industries is of fundamental importance to competitiveness, not just that of traded industries. Porter also advises enhancing green competitiveness can deal with the relation between environmental protection and competitiveness. Only if natural resource is used more efficiency, it makes more sustainable competitiveness. This theory involves controversy of economists. But it brings a new visual angle of competitiveness.In this dissertation, main research outcomes of resource productivity, city competitiveness and green competitiveness at home and abroad are reviewed and summed up. It is put forward that resource productivity is the essence of green competitiveness. Based on the theory of economy growth and IPAT equation, the theory of resource productivity shows the relation among the resource productivity, economy development and environment. Resource productivity is very important to reduce the pressure environmental pressure caused by the economy development.Then the intrinsic mechanism between resource productivity is discovered further. A model and index of green competitiveness based on resource productivity is built up. This is different from other's theory green theory as before. In order to improve the city's green competitiveness, City should focus on the resource productivity.The material flow analysis is a very important instrument to be applied to appraise the resource productivity. At present, a few of cities has applied the material flow into practice. This dissertation has applied the material flow analysis to Shanghai firstly in China. Based on the material flow analysis, the research finds the resource productivity of Shanghai city is very lower than that of developed country and world city London. The level of industry's technology and industry structure is the major factor to cause the environmental pressure.When the model and index of green competitiveness based on resource productivity is applied into Shanghai city, Shanghai's green competitiveness is lower than the developed country. But Shanghai city is changing the methods to improve the resource productivity.At last, the institution for raising the resource productivity and green competitiveness is put forward preliminarily. Some advice for Shanghai city is given.
