With the rapid progress of economy globalization and the high-speed improvement of sciences and technologies, the competition for talented people becomes more and more internationalized and severe. Since the third industrial revolution, qualified personnel resource plays a critical role in accelerating progress of sciences and technologies as well as economy development. That the transfer from qualified personnel resource to qualified personnel capital is not only a procedure of social economy movement but also an inevitable result when the accumulation of qualified personnel resource is approaching to a certain level.
