Human resource management is vital to the performance of a bank. The prosperity of a bank is closely connected with such factors as suitable market, abundant capital, advanced technology and excellent qualified personnel resource among which qualified personnel resource is the most important. With the implementation of reform of financial system and the opening-up of financial market in China, the competition among banks is becoming fiercer and fiercer. The key or essence of the competition is the competition of qualified personnel.As far as qualified personnel are concerned, influenced by both the historical reasons and the present mechanism, Anhui Branch, as a first-level branch of Agricultural Bank of China is in the face of some problems, which impede its development. How to improve the mechanism of selecting, cultivating, introducing and stimulating the qualified personnel is not only the key factor to the rapid development of Agricultural Bank of China Anhui Branch, but also the most important issue concerned by the decision group of the bank.In this thesis, problems about qualified personnel and their related reasons are analyzed. Based on the analysis and with the application of the motivation theory, the theory on career management and theories relevant to cultivation and employment of qualified personnel, the author explores how to improve the management of qualified personnel in Agricultural Bank of China Anhui Branch. Such countermeasures as establishment of the scientific outlook on qualified personnel, innovation of the working mechanism of qualified personnel, increase of the introduction of qualified personnel, enhancement of the training of qualified personnel, improvement of the motivation mechanism and strengthening of the career management are put forward, with the aim to help the bank to keep its stale and sustainable development.
