The County Government Function Positioning Of Resource-based City Transition

The transition of resource-dependent cities is a world problem. The west has found a transitional road through exploration and practice for decades. The16th National Congress of Communist Party of China (16th NCCPC) explicitly pointed out,"we would support to speed up the restructure and reform of northeast China and other old industrial bases, and focus on developing follow-up industry in resource-exploitable cities and areas ". Transition is not only a huge, complicated systematic project, but also a profound industrial restructuring and economic social revolution. The practical experience and theoretical research at home and abroad reveals that the government need to play a leading role in transition of resource-dependent cites.Although the transition of resource-dependent cities of our country in theory and practice has accumulated a certain basis, the local government functions research during the process of transition is still quite weak. Especially the local government at county level as the middle level between national macro management and enterprise micro management is the executor of national macro-control policy, which takes responsibility for keeping economic stability and promoting economic development in the context of national macro-control. Discussion how to strengthen local government function and achieve successfully resource-dependent cities transition has great significant meaning to develop regional economy in some area of China, facilitate urban-rural dualization, speeding up urbanization and realize harmonious society.Huaping county of Yunnan province belongs to one of the one hundred key coal production counties, which is a typical coal resource city. The local government clearly realized that the fact of facing transition and has had some helpful exploration and practice. Therefore, the writer would try to research this issue based on public administration theory. This article tries to use the related theories of public administration, analyze the features and development of coal resource city, refer to domestic and overseas experience and lessons as well as take Huaping county of Lijiang city as a case. Based on the basic situation, problem and dilemma of Huaping County as a typical resource-dependent city, the writer would explore county-level local government functions from four aspects, viz. politics, economy, society, culture. The writer argues that the transition of resource-dependent cities includes the transition of resource utilization and resource exploitation, the transition of economic industry and the transition of city development. Hereafter, the focal point of county-level government functions should perfect coordination mechanism, integrate development planning, implement finance aid, reconstruct transfer payment, advance institution innovation, transform government function, carry out city management, find industry culture element and construct unique city culture.
