Study On Synergism Of Five Laws And Developing Strategy Of Xianlin New Urban Area In Nanjing

City is the central human habitation, which has nearly half of the world population and at the mean time, has most of the human activities in society and economy, including politics, culture, art, athletics, science, technology, production, circulation, consumption, etc. City creates and possesses most of the substantial wealth, cultural wealth and immaterial wealth in the country, which makes it the political, cultural and economic center of a region, a country and even the whole world. In the process of industrialization, urbanization and modernization in China, the essential and strategic status of cities will be more and prominent. The research on city developing strategy is set to solve a series of comprehensive problems which would have great influence on city development, such as city orientation, developing direction, spatial composition and so on. The emphasis of this research lies on exploring strategies on the city spatial development that could assort with the city society and economy development, and putting forward concrete implementing approaches and developing sequences on the basis of the strategic goals. This article synthetically analyzes the developing courses and trends of China and foreign cities, explores the relationship between five laws and city development with the new theory of Synergism of Five Laws, and researches the application of the theory in city developing strategy research under the goal of constructing eco-city. In the case of Xianlin New Urban Area in Nanjing, this article carries through the research on its industry, population, land and regionalism circling the problem of the regionalism modification of Xianlin New Urban Area. The main efforts of this strategy research are as following: 1. For the first time this article dissertates the respective and integrated functions of five laws in the process of city development, puts forward the conclusion that city development is the result of synergized functions of five laws and that the selection and evaluation of city developing strategies requires synergism of five laws, and then innovatively conceives a conceptual city development model of synergism of five laws, on the basis of which this article puts forward the approaches of research and methods of evaluation on city developing strategies. With the above theory, this article conceived a fire-new way of research on city developing strategies. 2. Xianlin New Urban Area is predominant in future industry development. This article suggests it establish a rolling developing mode of organizing industries that includes culture industry, high-tech industry, leisure industry, estate industry and so on led by higher education and R&D in high-tech. It also puts forward the industry developing sequence and countermeasures according to the relationship and auto-organizing mode among the industries. 3. The ultimate population of Nanjing will be around 12, 000, 000, among which the population of Xianlin New Urban Area will be 1, 000, 000 to 3, 000, 000. This article takes 2, 000, 000 as the mezzo population and takes it as the foundation of latter research. It also puts forwards the population countermeasures of the new urban area according with the analysis on population structure characters of future Xianlin New Urban Area. 4. This article deems that in the future, the present national land policy of strictly protecting plow land and controlling urban constructing land will be loosened. The future Xianlin New Urban Area will totally need 100~450km2 for constructing, among which this article chooses the medium size as 240km2 and then puts forward that total controlled land of the new urban area(including eco-land) will be 300~400km2. With the above conclusion, this article brings forward several land using strategies, mainly including the spatial sequence of "first west then east; from north to south; reasonably leap"; the function sequence of "education driving;high-tech, estate, comprehensive service associatively impelling"; and the quantity sequence of "Dynamic Balance of Three Sorts of Land". 5. This article puts forward two operable schemes of regionalism modification of Xianlin New Urban Area: expanding Qixia district and constituting Zhongshan district, the controlled area of which will almost be the same. In the near future, the controlled area will include present Xianlin New Urban Area and the three towns of Qilin, Tangshan and Shangfeng which now belong to Jiangning district, which will be about 305km2. At a specified future date, the west area of Baohua Mountain in Zhenjiang could be considered. On the basis of the regionalism modification, this article then brings forward the strategic conception of dividing Xianlin New Urban Area into five kinds of ecological function regions: natural ecological protecting and cultivating region, manual ecological protecting and cultivating region, ecological upgrading region, ecological rebuilding region and ecological transition region, and then builds land-use framework of Dynamic Balance of Three Sorts of Land for the new urban area. 6. Main conclusions of background study: The tertiary industry will be the magistral industry, among which education industry and high-tech R&D will have bight future; The summit population of China will be less than 1.5 billion. Chinese people will keep on assembling in the east area, the plain area and cities. At the time of population summit, about 65~70 percent of the population will live in the cities and above 40 percent of the urban population will live in super cities. On the basis of developing agricultural technique, adding investment on agricultural infrastructure and production, China will need 10, 000, 000 hectares of plow land to guarantee the provisionment safety abidingly.
