The fluid population who produces and lives in the cities, is similar with the city registered population, and they need to take the city land as a body, use city infrastructure, for example, use city water , give or get an electricity , road , transportation , post and tele , correspondence etc. . Because they are expelled out of the city welfare system, the local government impossibly provides cheap houses for them to rent. |They generally rent houses in the villages of the cities and the places which combine cities and villages , also the living condition is very bad. Presently, a great deal of fluid population flow out into the cities, making important influence in scale of using land , quantity of using land and the city space layout.
