Research On Urban Management: Theory And Its Application

Urban management, like most Economic & Management subjects, is established not on the basis of foreseeing the future, but of solving problems. Recently, with the acceleration of urbanization and industrialization in our country, the urban infrastructure and construction have been over-developed and become pressing. As a result, almost all governments are confronted with fund shortage and difficulties of raising money. In order to solve these problems, many governments in a large number of urban construction projects have attempted to diversify their investments, to adopt the means of marketing and to socialize management. To define all these practices, officials simplified them as "urban management" by borrowing the concept of "management" in the activities of enterprises.The development of practices in urban management has given rise to a wave of academic research which has resulted in the production of numerous papers aiming at summarizing this new subject. If we search the word of "urban management" in the web sit of google, we would get more than 6.16 millions of responses. It is undoubtedly that the subject has become a dominant science. However, the theory research still lags behind the practices.Urban management has many different meanings. It comes from market economy and has extensive and profound theory system. As a management-oriented idea in urban management, it covers almost all the urban works from the land operation with an aim of raising money, the macro-policies, the transformation of government function, the scientific & technological industry policies to the urban planning. In European since the urbanization had been finished before the Second World War, currently they don't have the problem of fund shortage facing our country and thus the conception of urban management has never appeared. But essentially, the privatization campaign launched by the Schill's government of England and the government's reinventing movement initiated by the Clinton Administration of America were just the basic content of today's urban management.In the theory research of this dissertation, firstly, through analyzing and arguing each phase and its characteristics in urban management, I classify urban management into two different phases of urbanization and post-urbanization; secondly, based on the analysis of meaning, main body and object of urban management, I put forward a set of methods and tactics of urban management and apply them in the special design of infrastructure, public facilities and public services and in establishment of management ideas and methods to instruct the practices of urban management and standardize the operation of urban management; thirdly, based on the deep analysis of the models of urban liability management,I set up the non-response investment curve, establish the analytic model of the relationship between investment cost and benefit, and explore the restriction mechanism and evaluation system of liability management so as to reasonably control liability management in practice; finally, in order to theoretically explain the cause of the dissimilation phenomena in urban management and avoid the occurrence of them, I summarize and discriminate them. All these researches enrich the theory of urban management.During my participation in the practice in the city of Changchun, firstly, I set down "the sketch of urban management for ChangChun", in which I comprehensively and systematically gave my opinion on the manageable part of the city; secondly, I put forward "a two-city plan" for Changchun which includes "olive-figured city" and "Buddha-hand-figured city" and separately defined their industrial structure and industrial distribution when it enters into its post-urbanization period and has a population of 6 millions; thirdly, based on the deep analysis of the medical and healthy department, which has become the public focus for a mountain of problems, I brought forward the idea of the construction of medical and healthy city and establishment of community medical service network, which has already been in operation, as well as the idea of " the separation of dominant industry and additional industry", the fair running of the dominant industries and the operation of the additional industries manipulated by the rules of marketing; fourthly, the application of "exclave theory" innovates the development pattern of the developing zone, promotes the cooperation between the south and north region of China and speeds up the development of Changchun's economy; at last, I made out the operational scheme for the urban train system.This dissertation has presented some new ideas in the following aspects:1. In theory research, a clear period of urban management is defined; the methods and tactics of urban management are summed up and applied in urban infrastructure.2. The establishment of non-response investment curve and the analytic model of the relationship between investment cost and benefit in urban liability management provides a yardstick for evaluating the reasonable degree of urban liability management.3. Explanations are given to the cause of the dissimilation phenomena in urban management and the relative solutions and suggestions are submitted.4. The theories are applied to urban management in Changchun in many aspects, from the macros polices to the specific projects. More specifically, from the outline of urban management to the urban space lay-out, the distribution and development of the industries after the end of rapid urbanization, and the issue of how to adopt new development modes to promote the urban development in an innovative way, all theseaspects have seen the application of the theories.
