A Systematic Study On Urban Management And It's Application

With the trend of globalization followed by localization, urban areas, as the economic development centre of a region, gained unprecedented opportunities, and it is playing more and more important role than before. However, globalization is deepening; urbanization is in fast progress and the urban management is developing, which give our cities intensive competitions, new challenges and problems. How to grasp the opportunities of urban development, how to overcome all difficulties and challenges, and how to realize the sustainable urban development and prove the urban comprehensive competitiveness are the problems that should be resolved by urban management system.In 2006, Tianjin Binhai New Area was written into the 11th Five-year plan of national economy and society development as a part of national developing strategy. Soon, Tianjin was ascertained as the centre of north China, Tianjin Binhai New Area was authorized to be the second comprehensive reform trial place in China following Pudong New Area of Shanghai. Tianjin Binhai New Area faces unprecedented development opportunities, and subjects to a severe trial in the level of urban management and the ability of application of the policies.Based on the exposition and analysis about the theories and practices of urban management in China, in accordance with Chinese urban management in a new period and conditions, a synthetical operating model of urban management system is formed. Compared to the past theories, the model pays great attention to the systematization, openness, and dynamic synthesis, which strongly emphasizes the strategic status of government reform, urban innovation, urban planning, urban marketing, industrial development, and regional coorperation in urban management system, and those meanings of the targets of urban management. Finally, based on the theories, an exploratory research on urban management model of Tianjin Binhai New Area is conducted, which gives the overall plans and operating tactics about it's development.
