| In the modern world, as the rapid development of economic globalization, the world economy is becoming integrated day by day. Under this situation, an enterprise, an area even a country has to place itself in a systemic circulation of international market. Modern logistics service has become a carrier and foundation of modern supply chain and value chain management, directly affecting the core competitive strength of the enterprise and the region in economy development. So the construction and development of regional logistics system has become a big issue to the economy booming of a country or an area.The development of regional logistics system has an inner connection with the growth of the region's economy. To quicken the modernization progress of our modern logistics industry has an extremely important, practical and strategic meaning to promote western China's sustainable and harmonious development. Firstly, logistics industry has expended a new field value creation —exploitation of 'the third profit'. So it helps to form a new industry and cultivate more inside new economy growth engines, accordingly to improve the optimization of the regional industrial structure. Secondly, to develop modern logistics can speed the capital turnover, save circulation cost, and to improve its core competitive strength. Thirdly, modern logistics industry helps to engender the city-centered regional markets, and enables its further development, consequently enhances the radiating impact of the center cities in southwest China, and subsequently to gain quick economic development in southwest China. Fourthly, accelerating the development of regional logistics industry in southwest China and improve the time and space relation between material and culture demand and supply contributes to narrow the gap between east and west. So, the researches related to regional logistics system optimization and the current situation of southwest regional logistics industry and its comparative advantages to adopt the right policy for the logistics system development has already been an important task in the development of western regions.Based on the inherent rules in regional economy development, the thesis has made a deep research on the importance of logistics system in transportation, aiming to adopt the systematic and scientific theories to make reach on the optimization oflogistics system development, and to explore and establish the theories and methods of regional logistics system optimization so as to supply the development strategy and policy making of regional logistics with decision help. Meanwhile, according to the realistic condition and practical needs in southwest China, the thesis made a demonstration analysis of logistics system optimization in southwest area and established the strategy and policy system in southwest regional logistics development.(l)Both of the problems and potential research subjects were pointed out according to the summarizing and analysis of the present achievement in logistics system development. Based on a large number of relevant documents, the evolution history of logistics system and its development trend were also described systematically.(2)The study on the logistics functional mechanism in regional economic growth arid the TEB evolution mechanism. Firstly, based on the expatiation of the main theory in regional economy development, the thesis discussed the inner links between regional economy development and the TEB evolution mechanism, and indicated that the development of TEB was indispensable to regional economic growth, both for its optimization and cultivation. So close attention must be paid to TEB. Secondly, based on TEB evolution theory, the thesis analyzed the historical contribution of logistics to industry development and the connection between the logistics system and regional economy to explore the regional logistics function mechanism in regional economic aiming to put forward the keys to establish regional logistical development strategies.(3)Structure analysis of regional logistics system. From the point of regional economy development, the thesis used the systematic and scientific theory and mainstream economics theory to adopt and combined the existed construction research of logistics system. So the intension, essential feature, inner or basic structure of regional system was discussed constructively in detail.(4)The principle of regional system optimization and analysis of the evaluation index. This paper has pointed out that the non-equilibrium theory provided the foundation for the theory about logistics system in TEB evolution theory. As the research on the definition and the mode of system optimization has been made, some basic principles in optimization were listed as well as the evaluation index system and evaluation methods of sustainable development.(5)The research focused on structure optimization of regional logistics system. Firstly, based on the economics analysis of regional logistics system markets and management structure, this paper put forwarded some reasonable approaches. Secondly, it defined the intension of the network structure of regional logistics and then put forward the goal and the way to optimize the network. Thirdly, based on TOC theory, it was founded that the essence of the structure optimization for supply chain was indeed the optimization of the value chain, and the effective way is, from the standpoint of the client, to have an agent participating in restraining and promoting the contract.(6) Analyzing the actuality and development opportunity of the southwest region China, We think that the principles of southwest regional logistics developing are paying attention to make it corresponding with the regional economical developing strategy, striving it's scales and standardization, integrating the transportation vital hinges and the logistics nodes, looking after both sides the regional political cultural demands. Homologous policy choice: First , around supporting to create the" one area one belt" core economy growth area and facing to building the China—ASEAN free trade area programming, planning and constructing the southwest regional logistics system. Second, taking business enterprise as the predominance, growing and developing the main body of the southwest logistics market more quickly;Making the sound profession laws, increasing the management strength, keeping the appropriate competition. Third, enlarge more government support strength, pushing forward the modernization course of the southwest regional logistics development progress. Fourth, building regional logistics centers relying on the key point cites to radiate and lead the development of the peripheral logistics. Fifth, constructing the southwest logistics information terrace system relying on the information network. Sixth, growing logistics talented person in multi-layers and multi-ways to lift the core competitive competencies of the logistics business enterprises.
