The Government Behavior And The Coordinated Development Of Regional Economy

This paper considers the basic interregional economic relationship as the spatial state of commercial exchange and factor flowing. And the coordinated development of regional economy is the reasonable state of commercial exchange and factor flowing. Through study and investigation, author believes that governmental action is the primary factor that influences commercial exchange and factor flowing of China. The reasonable use of this factor may benefit the coordinated development of regional economy while the unreasonable use may hinder it. Hence, there should be a new balance between government and market. And this involves that, centered by the commercial exchange and factor flowing, guided by market subject to distribute resources, the regional economic efficiency can be achieved with the help of fair competition by automatically coordinate interregional commercial exchange and factor flowing. And the government should provide public goods and services to keep the order of commercial exchange and factor flowing. Through regulated transferring payment that may actively coordinate regional disparity, the government may provide fair precondition for regional competition. The above is the core as well as the originality of this paper.Through positive study on the definition and historical evolution of the governmental action in economics and regional economics, this paper proposes that"market coordination"and"governmental coordination"are two sorts of measures and mechanisms for the coordinated development of regional economy, which are run by"two overlaps". The market coordinate is the precondition and the governmental coordination is complement, which takes market coordinate as object to make up the defaults of market. They can substitute each other and, instead, they have reasonable boundaries. While market coordinates private products, government coordinates public products. They interact with each other. This paper makes a further proposal of"efficient and cheap government of responsibility"--- an ideal government modal that benefits regional economic coordination. Then,this paper studies the influence of governmental action on regional economic coordination from three aspects.The microscopic influence of governmental action on regional economic coordination lies in that it influences the development gap of ownership structure and property structure among regions and becomes the primary factor that helps to enlarge the gap among regions. The distribution of state-owned enterprises of each region is closely related with the ownership system and market state there. The property right must be legalized in order to make"market coordination"effective in regional economic relation. Only through"personalized"property right can the state-owned enterprises be transformed into market subject in its real sense and any governmental action is just transitional. Too much monopoly enterprises may produce"expelling effect"to other economic elements. The development of non-state-owned economy requires the government to provide more flexible social surroundings, the non-state-owned economy may be better developed in the region with more flexible surroundings and, hence, bring more regional priorities.
