Developing with the trend of global economic integration, human resources has gradually become an important factor restricting, national or regional economic development at present, the national or regional competition is the competition of human resources. Country or region wants to obtain the competitive advantage of location, the decisive factor is the strategic human resource capacity. Compared with the developed countries in Europe and America, Chinese has a population of1354000000, including human resources accounted for close to50%, Chinese should fully explore the potential of human resources. Strategic human resource development, can be a potential advantages into real advantages, the realization of human resources by the "rich" to "strong" change, the integration process to promote regional strategic talent collaborative development, and ultimately to achieve regional integration.Regional strategic human resource collaborative development is the route one must take the regional integration. Because of how the regional integration is significant regional economic development level in the problem of convergence, but the distribution of deep problems of potential test around the strategic human resource management is collaborative. Because the regional economy in the final analysis, or people’s problems, especially the strategic human resource problems of entrepreneur, creative talents and outstanding staff, distribution of no strategic human resource balance, or basic collaborative no supply of human resource strategy, there would not be expected in the process of regional integration. However, the regional strategic human resource development is a long-term project, need to gradually build strategic system of human resource development and economic development, joint effort in this process needs to rely on the government, society, enterprises and employees and many different subjects. Among them, the government is the main regulation of social and economic life, plays a leading role in many body. Implementation of cooperative development of regional strategic human resources, to promote the development of regional economy, accurate positioning of government role and guiding role of key. The government only do these two points, in order to accelerate the development of regional strategic human resources, so as to realize the regional integration, the realization of common prosperity.This paper from the theory of human capital investment and government role theory, combined with the regional economics, public management, the government failure theory and other disciplines of knowledge, combined with the related domestic and abroad theory and practice achievements, then analyzes the status quo of China’s regional economic development and human resources, and finds out the existing problems, at the same time analysis of our government and regional strategic human resource synergy interaction development, finally studies the reform path of regional strategic human resources synergy development of government behavior.The government behavior problems in the development of this paper mainly studies regional strategic human resource synergy, to more effectively develop regional strategic human resources, promote the sustainable development of regional economy, the realization of regional integration. We believe that: first, the government should fully understand the strategic human resource and development of its value. Human resource is the first resource, the potential of human resources into reality of human resources, the quality of activity of human beings into advanced production capacity, from the low level of human resources to the high level talent, better and more effective force for regional economic development contribution. Secondly, the government should fully play its important role in this process. The government must clear its position, combined with the advantages and characteristics of the region, the general principles, development cooperation, mutual benefit and win-win progress, adhere to the "government guidance and market operation, enterprises, comprehensive cooperation" principle, in order to implement the effective talent development cooperation projects and eliminate administrative barrier as the focus, in order to achieve complementary advantages, collaborative development, mutual benefit and win-win as the goal, to promote the integration of regional strategic human resource collaborative development.
