With economic globalization and the rapid development of trade liberalization, tariffs, quotas, permits the gradual weakening of traditional trade barriers, and technical barriers to trade based on trade protectionism have gained ground, and has the tendency of becoming more intense. Based on their technology, management and environmental protection, and other strong points, Us, Japan, EU and other developed countries set up in technical regulations, standards and conformity assessment procedures as the main content of the technical barriers to trade. Our considerable advantages of traditional export products, including textiles products, food, light industrial products and electromechanical products have encountered foreign technical barriers to trade.Moreover, because of the lack of sound and comprehensive system of technical barriers to trade, a large number of goods which do not meet certain standards are poured into China. The products has brought harms to our consumer safety, the environment and related industries.However, from another perspective, even foreign technical barriers to trade has a negative impact on our exports, they also cause innovation in national technical regulations, technological upgrading and promote the coordinated development of economy and environment.In order to take full advantage of TBT while minimize their adverse effects on our export products, it is necessary to explore the issue of technical barriers to trade in depth to put forwards policy recommendations.Foreign scholars began to study the technical barriers to trade earlier, probably from the 1970s, but these studies are still in the initial stage. They only made some basic manifestations on these forms of trade barriers to trade, and bilieved TBT had influence on international trade.
