Strategy Research In Technical Barriers To Trade Based On The Technological Innovation

With the deepening trade liberalization and global integration, in international trade,high tariffs and quotas has become history. Technical Barriers to Trade (TBT) arebecoming new means of protecting their products in developed countries. As a new kindof trade protection means, the emergence of TBT had a profound influence ondeveloping countries including China. The technical trade barriers fully embody thedualism that technical standards, regulations, and conformity assessment proceduressimultaneously promote and obstruct the development of international trade. It is adynamic developing process among which establishment and beyond constantly have acontest. In essence, technical barriers to trade are the specific performance on the gap ofnational science and technology level. Therefore, the most effective way to breakthrough technological trade barriers is to improve product quality based on science andtechnology innovation.This paper aims to provide theoretical basis and referenced methods for the strategychoices of Chinese enterprises to deal with technical barriers to trade based on scienceand technology innovation, so as to enhance the scientificalness of strategy choices ofChinese enterprises to deal with technical barriers to trade based on science andtechnology innovation, improve technical ability of Chinese enterprises to breakthrough technical barriers to trade and strengthen the effectiveness of dealing withtechnical barriers.This article described related theories of technical barriers to trade and science andtechnology innovation on the basis of reading a large number of document literatures. Itstudied the interactive mechanism between technical barriers to trade and technologicalinnovation based on theoretical analysis. Initially, it discussed the mechanism thattechnological trade barriers induct science and technology innovation from technicalstandards and technical regulations agreement, and then researched the mechanism thatscience and technology innovation arouses technological trade barriers in the form ofstimulating technology progress. Subsequently, it carried through qualitative andprincipal component analysis on the causes of technical barriers to trade, it is concludedthat science and technology innovation is the main influencing factor of technicalbarriers to trade, which further strengthen the necessity of studying strategies to deal with technical trade barrier from the angle of science and technology innovation.Ultimately, based on the analysis of the present situation of technical trade barriers andcombined with above research results, the issue pointedly put forward strategy advice ofChinese dealing with technical barriers to trade from the angle of science andtechnology innovation.
