With the globalization of world economy and trade, the traditional tariff barriers gradually disappear, and the proportion of non-tariff barriers in international trade begins to increase, making it a senior means of trade protection. Due to differences in economic development, scientific and technical level, the various standards and technical regulations that have made significant contributions to the development of international trade and the progress of human society now play a negative role of limiting the development of the normal and orderly international trade and become new tools for some developed countries to protect its own trade. For some developing countries with lower economic and technological level, in the face of the new non-tariff barriers, they are always inferior status.As a traditional agricultural country, agriculture is the primary productive force of China, so agricultural exports is inevitably China’s pillar industry. However, due to the constraints and impact of technical barriers and green barriers, China’s agricultural export-oriented trade suffered a heavy blow. In the so-called name of protecting the ecological environment and safeguarding human health, some developed countries think that some of our agricultural products do not meet the quality of health and safety, China’s agricultural products are refused, which creates insurmountable gap for the agricultural economic development and new rural construction. Therefore, the analysis and exploration of realistic forms of Japanese and Korean non-tariff barriers as well as their impact on China’s agricultural exports with traditional strengths can effectively help the agricultural products export-oriented enterprises to take precautions early and avoid obstruction of the new non-tariff barriers as reasonably as possible. The research also provides a great theoretical and practical significance for our smooth export of agricultural products internationally and good trading environment. By summarizing the existing literature, and summarized the relevant trade theory and using a combination of theoretical and empirical method the paper first describes the concept and characteristics of non-tariff barriers. And then it gives a detailed description of the new non-tariff barriers, the theory and content of the TBT and SPS Agreement and describes the technical trade barriers to and green trade barriers of Japan and South Korea. Secondly, the paper analyzes the current status of China’s agricultural exports to Japan and South Korea and explores the influence of non-tariff barriers on China’s agricultural exports through examining the changes of trade volume of five representative categories of agricultural products to Japan and South Korea each year. Finally, the paper summarizes and analyzes some proposed Policy Implications on the impact, of Japanese and Korean non-tariff barriers so that we can actively and effectively use the WTO rules, gradually increase the level of the industrialization of agriculture, optimize the industrial structure, improve the quality of agricultural products and conclude free trade agreements of China, Japan and South Korea, and ultimately achieve a win-win situation of farmers’income growth and, business efficiency increase.
