This dissertation describes the background of the technical barriers to food trade, analyzes the contents of the WTO/TBT, WTO/SPS agreement, particularizes the major developed countries'technical barriers to food trade on laws and regulations, standards, conformity assessment procedures and the green technical barriers. According to the influence on food trade done by the technical barriers to food trade, this dissertation proposes several countermeasures of food enterprises, inspection and quarantine bureau and Chinese government as follows:food enterprises should implement green strategies, apply advanced management mode and management system, continually improve their own technological strength and innovative capacities,establish a diversified market; inspection and quarantine departments should use functional advantages to enhance supervision of import and export food, participate in the formulation of legal regulations and standards, establish internationally recognized laboratories,carry out the food risk precaution; the nation should develop "green food" industry, implement the sustainable development road, perfect laws,regulations and standards, resolve disputes with the rules of WTO. And take the export of tilapia in Guangdong Province for example, this dissertation analyzes the the status and problems of tilapia exports in order to cope with foreign technical barriers.I believe that the export lurch of Chinese food will be eased with the better understanding of WTO rules by Chinese government and the development of Chinese technologies and innovative capacities.
