A Study Of Mechanism Analysis Of Inter-provincial Interest Conflict And Its Resolution In China.

Regarding to the significant topic of "Relationship between the operation of administrative regional economy and the operation of economic regional economy in China", Chinese scholars have done a lot of research on it. With development and deepening of research, especially since Professor Liu Junde at the ECNU put forward the concept of "administrative regional economy", we can find this topic involves more and more in theory and practice. Closely related to the above topic, the topic of this dissertation is "A study of inter-provincial interest conflict and its mechanism for the resolution in China". Since 1990's, all kinds of interest conflict between Chinese administrative regions, especially between provincial level administrative regions become more and more tense, such conflicts have already seriously hindered and limited integration of regional economic development in China. This dissertation chooses the interest conflict between provincial level administrative regions as the starting point, from the perspective of historical development and comparison between China and foreign developed countries, based on identifying the types, characteristics and consequences of the inter-provincial interest conflict, this dissertation makes a wide analysis on the reasons from the economic, political and legal perspectives and explores the mechanism on how to solve such conflict without any change of the current Chinese administrative divisional system. This dissertation argues that the interest conflict between administrative regions especially between provincial level administrative regions is the result of the function of "administrative regional economy", and is also the result of conflict between the development of "administrative regional economy" and the development of "economic regional economy" under the transition from the planned economic system to the market economic system.This dissertation argues that the administrative divisional system itself does not mean there must be an interest conflict between administrative regions, the types and the characteristics of interest conflict between administrative regions depends on the function of the administrative regions. The current obvious inter-provincial interest conflict in China is caused by the "administrative regional economy" which symbolized by the intensifying economic function of the provincial level administrative regions under the system transition .In one word, current interest conflict between Chinese provincial level administrative regions is aninevitable result of the rigid constraint from the "administrative regional economy" to the "economic regional economy". This dissertation does not attempt to change the current Chinese administrative divisional system, because there is no inevitable causality between the administrative regional interest conflict and the administrative divisional system. No matter how perfect the Chinese administrative divisional system is, as long as the "administrative regional economy" still rigidly constrains the development of the economic regional economy, such conflict will be inevitable; this dissertation is not attempting to get rid of the phenomenon of the "administrative regional economy"...
