The Study On Grain Safety In Jiang Su Province Under The Opening Condition

Grain is the most basic food for people to live and develop. The grain question not only relates with agricultural production and peasants'livelihood, but also relates with consumption of citizens, and has further relationship with the economic development and social stability. So grain safety is a matter of overall importance. Before 1993, our country executed state monopoly for purchase and marketing, since 1993, our country has implemented reforms of food circulation system. Then our nation put forwards every province should undertake some responsibility. Under this circumstance, how the provincial government can make use of its relatively independent finance to ensure the grain safety.The article puts forwards a new conception about grain safety, and analyzes the differences and relation among local grain safety, national grain safety and worldwide grain safety. And it gives a definition of grain supply and demand of provincial region. After that, the article deeply approaches natural factors and social factors, which affect grain safety of provincial region, and then constructs a general framework of grain safety of provincial region in the open economy.On the base of 15 years data from 1991 to 2005, the article makes an empirical analysis of grain safety of Jiangsu province in the views of grain yield and grain demand. The result is that the grain self-reliance of Jiangsu province declines evidently. The article also approaches the effect of industrialization, urbanization, migration, trade policy, regional trade, and grain logistics on the grain safety of Jiangsu province.At last, the article puts forwards some countermeasures ensuring grain safety of Jiangsu province in open economy. That is establishing the objective of grain safety scientifically, perfecting food circulation and market system, enhancing grain industrialization, cultivating international grain trade agreement, strengthening precaution of grain safety, etc.
