The Yunnan, Guizhou and Guangxi provincial transborder area locates on the upperPearl River watershed which is also the watershed of South and North Pan rivers and Hongshui stream. As a major Karst region, it is the ecological shield of the lower Pearl River, as well as the hinterland of Nan-Kun economy zone under the three key regions list of the western area great development in the China's Tenth Five-year Planning. Meanwhile it is also the very important component of Rapid Development of Great Southwestern strategy. "With similar geographic environment, outstanding of regional locality, abundance and complementary of resources, such as the hydrology power, coal, Phosphorite mineral, Gold mineral, Aluminium mineral and tourism, this area owns the advantages of development. However, in the development and productivity planning strategy the governments always set the priorities in central cities and adjacent area. By governing by three different provinces Yunnan, Guizhou and Guangxi , this marginal region is lacking of consideration. Even in the plenty resources region, with different benefits, the development parts are only thinking of their own, or have duplicated projects or over developing, furthermore, setting barriers to their neighbor region also causes the differential of development in the same regional locality and also extremely affect the resources optimization and enforcement of the integrity of the mutual benefits. Nowadays, the key issues of this area are coordinating the beneficial parts, developing economics, alleviating poverty, improving the ecological environment in upper Pearl River, protecting the common resources, etc..With the economy cooperation of Great Pearl Delta, the initiation of the China-EAU free trading region, and the development of Nan-Kun economy zone, the author considers that one of the most important things is to set up the mechanism of economic cooperation and synergetic development in this provincial transborder area.
