Administrative Region Of The Economic Research And Regional Economic Relations

With the development of productivity, the flow of values among regions is becoming increasingly higher in scale. And both its organizing mode and operating mode grow more and more complicated as time goes by. Meanwhile the relations among regional economies have had more and more far-reaching influences on the development of economy and society, becoming one of the critical factors which restrict the economic growth.The farming civilization emerged in China quite early with a history of thousands of years. During this era, the productivity remained undeveloped and the production activities are mainly restricted to family. Correspondingly, the flows and cooperation over regions have little influence on the economy society. The contradictions inside the nation were mainly expressed in politics and administration, especially those between centrality and local districts. With the intent to continue and stabilize the dynasty, the evolution of administrative division emphasizes on the vertical connections and controls, guarding against the transverse intercommunications and cooperation. Consequently, a centralized administrative division system is established, and the administrative regions are strongly obturated and selfish departmentalized. Administrative region management system is the framework upon which the nation is arranged and it always, intentionally or not, dominates economic activities, handicapping economic regions from independent development. As a result, the regional economy is replaced by administrative region economy, while the economic region being affiliated with the administrative region.Before China's reform and opening, knowing that the choice of industrialization requires that the limited factors furthest concentrated, the administrative region management system was further strengthened and the subjectiveness of local regions were badly weakened. And the centralization had played an extremely great role, with regional economy being replaced by an identical administrative region economy.The framework of administrative division system started and pushed reform and opening by differential authurizng from top to bottom. Although the power of local governments have been expanded and transverse flows of values is unprecedented, sectioning authorization strengthens the obturation and selfish departmentalism of administrative regions, rather than weaken them. And regional economy behaves as regionalized administrative region economy.And this is the fundamental cause keep regional economy from development with over all plans. This literature is based on thorough analyses of the administrative division evolution in China and draws a conclusion that china's regional economy congenitally behaves as administrative region economy. And it analyzes the characteristics,the functioning mechanism of intersts,influences on economic growth and negative representation of regionalized administrative economy. Compared to a whole administrative region economy, the regionalized administrative region economy is a great progress. However, the literature points out that regionalized administrative region economy originates from the idea of planned economy and administration instrumentalities and is constitutionally incompatible with market economy as well as the Scientific View of Development which advocates the idea of human-oriented,comprehensive,harmonious and continuable development. On this condition, it is pointed out that regional economy should behave as real regional economy and regional development should be planed as a whole, taking Scientific View of Development as the guideline and the construction of harmonious society as the goal.
