China's state-owned enterprises (SOEs) are main forces of socialist economy. Though its management mode had been greatly influenced by former Soviet model after new China was founded, management innovations in China's SOEs have been carried out at all times, among which Chatter of the Anshan Iron and Steel Company is a typical example. Over twenty years has passed since the beginning of the reform of China's SOEs. At different stages of the reform, several approaches have been adopted successively including decentralizing power and giving up profits to enterprises, implementing system for contracted responsibility and establishing modern-enterprise system. With admiration for advanced management techniques and high economic efficiency of western enterprises, China's SOEs obviously attempt to imitate their western examples both in enterprise system and internal management. Though overall speaking, the economic efficiency of SOEs has improved in certain degree, their competitiveness would lag far behind that of enterprise of other ownership types if they could not received strong support from government. The problem of low vitality and efficiency of SOEs has not been fundamentally solved. How to deepen SOE reform? This is a question. The management mode must be in steps with the times. So...
