Talent is the foundation of national prosperity,political stability,and also industry development.Management of core talents is the key to success or failure of enterprises.Core talents are the pioneers of front-line workers in enterprises,and play an important role in promoting technological innovation in production,boosting the vigorous development of enterprises,and promoting industrial optimization and upgrading.It is an important way for enterprises to enhance their core competitiveness and independent innovation ability to build a core talent team with high quality,strong style and strong ability,and comprehensively improve the management efficiency of core talent.Taking Kehuan Group as an example,this paper conducts a systematic study on the core talent management system of state-owned power technology and environmental enterprises.In the research process,this paper takes the industry characteristics of state-owned power technology and environmental enterprises as the breakthrough point,and makes a comprehensive statement on the existing research background,research purpose and research significance.Secondly,it explains the three basic concepts of talent management,core talent and core talent management,and puts forward the theoretical basis of this study by explaining human resource map,clover theory,20/80 theory and incentive theory.Thirdly,through questionnaire design and issuance,from five perspectives of core talent identification,recruitment,training,motivation and career management,this paper makes an investigation and study on the current situation of core talent management in this enterprise.Based on the current situation of the core talent management of Kehuan Group,the problems in core talent identification and team building,training,motivation and career development system are summarized.Finally,this paper puts forward the overall plan of "Rainbow" core talents in Kehuan Group.Seven plans are put forward to build red-collar section cadres,orange-collar reserve cadres,yellow-collar sales personnel,green-collar R&D personnel,blue-collar inner trainer,blue-collar chief teacher and purple-collar young falcon talented person.The implementation roadmap of six major management systems is drawn up to build leadership model,establish talent inventory mechanism,perfect talent introduction mechanism,perfect talent training mechanism,perfect talent training mechanism,innovate talent incentive mechanism.On this basis,the optimization countermeasures of core talent management are put forward,including:perfecting the selection and allocation mechanism,strengthening the construction of core talent team;enriching the training mode,optimizing the development mechanism of core talent;laying equal stress on material and spirit,improving the incentive mechanism of core talent;constructing career development channels,and improving the career development of core talent system.At the same time,in order to guarantee the smooth measures of the company's core talent management optimization countermeasures,based on the actual situation of state-owned enterprises,this paper makes an analysis and explanation on five aspects:highlighting political standards,promoting the construction of market-oriented organization system,formulating supporting measures for the management of"rainbow" core talents,strengthening the construction of market-oriented incentive system,and improving the professional level of human resources management team.Strengthening the construction of core talent management system is a management strategy that state-owned enterprises attach great importance in recent years.The research results of this paper will help to improve the management dilemma of core talent in state-owned power technology and environmental enterprisesand even state-owned enterprises represented by Kehuan Group,and have a certain reference value for the practice of core talent management.
