The establishment of WTO expands the scope of multilateral trade system to harmonize and administer international trade, perfects the content and mechanism of multilateral trade system, standardizes the rules of international competition, cuts down tariff and other trade barriers, and accelerates the progress of economic globalization. China became a member of WTO at the end of 2001 after over one decade years of hard negotiation. As a WTO member, China has to reduce import tariff and cut down trade barriers according to the agreement of WTO. How to design the rational structure of tariff is an important issue for Chinese government As far as I am concerned, it needs systematic study on the effect of tariff to solve this problem. Domestic research on tariff theory focuses on the role of tariff playing in resource allocation, which regards tariff as a measure of international trade policy. While shift and incidence of tariff, influence of tariff on income distribution, relationship between tariff and economy growth, and the role of tariff playing in economy stabilization haven't become substantial content in the study of domestic scholars. The author tries to do some investigation and study on the above problems using mathematical and econometrics approaches. The dissertation consists of seven chapters.The first chapter is a general survey of tariff. As an old duty, tariff emerges and develops in the course of commodity exchange and international trade. The object of study in this dissertation is the tariff levied at national boundary or custom boundary of a country in contemporary age, not including national tariff or domestic tariff in one country down the ages. Tariffs can be clarified into several categories according to different purposes or criterion. Tariffs is divided into import duty, export duty and transit duty according to the direction of import commodity; into revenue tariff and protective tariff according to the purpose of levying it; into specific duty, ad valorem duty, compound duty, alternative duty, sliding scale duty, variable duty and...
