Research On Mechanism And Implementation Security Of Tariff Policy To Promote Technological Innovation

China has determined the building of an innovation-oriented country as its future development goals. The importance of technological innovation to China’s economic development can be proved by unaided reason. To achieve the economic growth mode transformation and industrial upgrading is the core of economic reform. The technical innovation is the main rout for achieving these economic reform goals.As an important trade policy, tariff policy should affect technological innovation and further to the economic growth. It is indicated that the effects of tariff policy on technological innovation are complex and multistage among researcher all over the world. So, the analysis on the motivation of tariff policy for technological innovation is not only of great academic significance but also of practical significance. On the basis of relative theories, the paper probes into the theory transmission mechanism and the promotion effects of tariff policy on technological innovation, analyzes the content of the current tariff policy and its weakness on system. Then it puts forward the guarantee system for the promotion of tariff policy to technological innovation.The paper consists of nine parts. The first part summrizes the research background, significance, research content and innovation poin.The second part mainly combs the relative research at home and abroad, analyzes the academic rout about the promotion of tariff policy to technological innovation based on the innovation theory and tariff theory. The conclusion is that tariff policy can produce the positive effects on innovation factors including transfer of technology and information flow, innovation subject referring to enterprises, high-technology industries and nations, innovation system such as organization structure and legal reform, and innovation environment i.e. the domestic and abroad competitive system. Then the tariff policy can promote the domestic technology innovation, and fourthly promote its economic growth.The third part analyzes the current tariff policy, especially those facilitating the technology innovation, and its implement system arrangement by adopting the method of system analysis. It reveals that there are two categories of favorable tariff policy. One is for high-technology industries, another is for foreign investment.The forth part studies on the relative policies and its implement measurements concerning technology innovation of some representative countries in the world, and summarizes their valuable experience. It shows that their methods and timing of favorable tariff, and the relative laws and regulations are worthy of China’s reference.The fifth part researches the long-run linear equilibrium relations and the short-term dynamic relations among the following four variables:tariff policy, input of technology innovation, output of technology innovation, and the volume of international trade. It concludes that the tariff policy greatly influences the output of technology innovation on both long and short term. For the input of technology innovation, the influences are short-term instead of long-term.The sixth part adopts the Grey Correlation Degree Method to make the empirical analysis on the relations between tariff policy and technology innovation of high-technology industry. It shows that tariff policy has a high correlation with the input and output of technology innovation, out capacity, and export capacity of high-technology industry. So the adjustment of tariff policy can guarantee the development of high-technology industry.The seventh part analyzes the effects of the tariff structure on the technology innovation. According to the Efficient Protection Tariff Rate Theory, the paper calculates the actual tariff protection level to the high-technology industry under China’s current tariff structure. It turns out that the current tariff structure provides a higher protection than the nominal tariff rate.The eighth part mainly analyzes the weakness on the content of China’s tariff policy and its implement system. The result indicates that the weakness of China’s tariff policy is mainly on the resistance utility of favorable tariff, non-systematization of the policy content, and the insufficient subdivision of the tariff structure. The core weakness on its implement system is inefficient tariff collection and low information level.The last part puts forward the policy implement system arrangements from the aspect of interpreting the relative policy, innovating the tariff collection and management system, improving the service system, establishing the alarm system, and using multiple economic levers for rewards and punishment respectively. Finally, it structures the guarantee system including the dynamic mechanisms, inspiriting mechanisms, and guarding against risk mechanism.
