The supply mechanism of Chinese rural public goods from the up to down consider the demands of consumers less,local government being short of money and the cultural character of peasants themselves , so the supply mechanism of present rural public goods has severe defects. They are shown: poor efficiency,deficient total supply,unbalanced supply structure,nonstandard financing,heavy burden of peasant and the binary supply about the urban and the rural.The practical significance of this paper is trying to design a more perfect supply mechanism of rural public goods. The purpose of this mechanism is to promote agricultural development,thrive the rural area,enrich the peasant and develop both the rural and city as a unity. The guideline is to give national treatment to peasants and improve the supply efficiency. At the basis of perfecting the personal property rights in rural and the autonomy system of villager, the mechanism of agricultural tax should be reformed,the rural financial mechanism of balanced power of financing and power of administration should be established. Besides, the social capital should be actively led to participate in the supply of rural public goods . It embodies: supplying safeguard for sustaining agricultural development,improving the scientific and cultural quality of peasants,promoting urbanization of the rural and industrialization of agriculture,reducing agricultural risks and building the united market of urban and rural etc.â…¡.
