The research topic about Technology, National Interests and their relationship is of great academic value. Nation, as an entity for interests, has diverse needs which in turn decides the diversity of factors for national interests. In general, these factors could be included into 6 groups: territory, security, sovereignty, development, stability and dignity. The concept of national interests, as a whole, places its basic factors in a logical order. Within the big system of national interests, composition of different basic factors forms subordinate systems. In reality, these sub-systems incarnate themselves as practical interests in different aspects and fields. They coexist within the same system of national interests, with effects and influence on each other.The characteristics of national interests are decided by the nature of national interests and their system structure. Characteristics of national interests include the following aspects of a nation: politics, ethics, diversity, layers, supremacy, compensation and so on.Technology is internally united with national interests. Technology and national interests both are political, selecting, dynamic, exchanging or compensating; the development of technology can accelerate the realization of national interests. Both technology and national interests are changing, developing and dynamic. The development of technology and national interests concur with each other dynamically.Between technology and national interests, there are conflicts in balance of ownership and national interests, development level and practical need, technology trade and national interests, technology policy and national interests; the internal driver of technological development always create products out of expectation, which once thrown into market will, with its great backfire effects, threaten the owner country's national interests. Due to the uneven ownership of technology among nations, and the special developing system of technology itself, developing countries can hardly change their adverse situation in near future; even enlarge the already big gap with developed countries. The development and progress of nations will bring the change of national needs, hence the change of national interests.
