As China’s economy continued to improve, the road carried out several large-scale construction, the total size of the road increased even close to saturation. But as the "reconstruction light support" model of development, the highway management and maintenance does not match with its function in some areas. And because of the process of urbanization accelerating in some areas, highways converted to urban roads gradually. But management and maintenance of highway is classified management according to the highway administrative levels in China, and urban roads belong to different sectors. So we need change the highway administrative levels to make its management and maintenance matches with its function. On the other hand, China’s economic development has entered a "new normal" phase, the highway mileage will not be large-scale growth, the structural adjustment and optimization of highway network become the focus of development. To meet the social and economic development, China was carrying out national roads and provincial roads adjust and optimize in 2013, and posted new "Highway Engineering Technical Standards" making the highway technical level match with its function in 2014. Therefore, the research on the relationship of highway function and highway administrative level, especially the research on the function of county roads and township roads, is important to the highway network structure adjustment.Firstly, according to the socio-economic development of Ningbo characteristics and trends, study the characteristics of highway network in this stage, focusing on the opportunities and adjustment of the county roads and township roads. Second, researching on the highway function connotation, and dividing highway into Arterial、Collector、Local according to function, by analyzing on the traffic travel complete step、transport need、traffic traveling between different regions features、distance between nodes. Also researching on the different highway administration levels by analyzing on administrative division 、 development of highway administration、highway administrative levels classification. We found that highway functional classification and highway administrative levels classification has a strong correspondence between service area、features connecting node、features and so on.Finally, according to the function of county roads and township roads, discussing on the methods of county roads and township roads adjust and optimize, by analyzing on node selection and stratification、scale forecast、road network layout, and adjusting and optimizing the county roads and township roads in Ningbo City.In summary, this paper is based on the previous studies to research on the relationship of highway function and highway administration levels, especially research on the function of county roads and township roads. Take the Ningbo for example, proved that it is viable to adjust and optimize the county roads and township roads as its function, and it can serve as a policy sector decision-making reference.
