China began highway construction in the 20th century, the 1980s, the building has now entered mass upsurge. As a highly advanced facilities and high technical demands, highway construction projects has the features of long repayment period and huge investment. Therefore, in addition to government investment in building expressways, we also allow private investment expressway and the right to receive a certain number of years road pricing. Meanwhile, Chinese law also allows the government loan highway to transfer the right to business highway under certain conditions. However, because the highway's nature of public goods, it's different from general merchandise. If toll highways is regulated simply by the mechanism of market or fully funded and managed by the government, it would not function well. The expressway will not only play uneffectively, but also harm the interests of road users and social equity. In particular, the transfer of highway toll right is receiving queries from the public.This paper summarizes the analysis of the current situation and development trend of China's expressway toll; analysed the relationship between operation of the expressway toll rates and economy; demonstrated that the road congestion charge a reasonable fee. Preliminary discussions with the Chinese government should respect the legitimate functions of the Expressway toll is included. The relationship of expressway toll rates and distribution of the remaining in transportation system has been analyzed also.
