Study On The Government Acts In The Period Of China's Agricultural Economic Restructuring China

After a long period of development, China's agricultural economy has successively come into the multi-restructuring periods. First, the agricultural economy has developed from traditional agriculture to modern agriculture. Secondly, the agricultural economic system has changed from a planned system to a marketing system. Thirdly, the agricultural growth is the intensive growth instead of the extensive pattern. Before, agricultural growth mainly relied on land, labor and other traditional material inputs for the production, but now besides this, it mainly relies on capital, technology, information and other modern elements of production. Fourthly, agricultural economic structure has developed from a single grain crop diversification to the overall restructuring of agro-sylvo-pastoral-fish. Fifthly, the supply of agricultural products has improved from quantity restriction to quality and efficiency restriction. To improve the quality of agricultural products and to increase the income of peasants are regarded as the main objectives in agricultural economic development. Sixthly, agricultural economic development no more only relies on the domestic resources and market, but on domestic and also foreign resources and markets. Every kind of transition in the development of China's agriculture economy not only has brought new challenges to the intrinsic value of agricultural economic development, but also has conducted a higher new requirement to government acts. In the choices of governmental acts, we should not only improve the previous acts choices, but also adjust arrangement adapting to the new situation of China's agricultural economic development to effectively deal with the phenomena of acts choice "mismatches" and "absence from their duties". In the implementation of government acts, we should strengthen the development of the government's oversight mechanism, to overcome the arbitrariness in the implementation, to improve the efficiency of the government acts promoting our county's agricultural economic restructuring. We should also implement the government acts creatively to promote the goals achievement in the agricultural economic transitional periods.This paper first summarizes the relevant government acts theories on the background of the multi-transitions of China's agricultural economy. Then it reasons out the necessity of the government acts in the agricultural economic activities, according to the status and role of agriculture in the national economy, and other characteristics, such as the weak nature and the failure of the marketing, the public nature of the agriculture productions, and the seasonality of the agricultural activities, etc. From the perspective of the identification and implementation, it also describes the general law of government acts in developed countries.
