Mineral Resources Sustainable Development Strategy Of Nonferrous And Precious Metals In Heilongjiang Province

Heilongjiang province has long been a national industrial base, where the mineral resources have made significant contributions to the economic and social development of the province. With the implementation of strategy on revitalizing old industrial base in Northeastern China, the demand of mineral resources is steadily increasing. Therefore, the supply capacity of mineral resources, harmony and sustainable development of resources, environment and economics are new subjects to us.This paper focuses on resources, environment and economics in the sense of sustainable development, analyzing the strategy of sustainable development of resources. The subjects of the research include the assessment of mineral resources in Heilongjiang province, supply capacity of non-ferrous and noble metals, model design of sustainable development of mineral resources, the analysis of supply of mineral resources from Russian and Mongolia. The following conclusions have been reached:1. Evaluating the potential and distribution of mineral resources of Heilongjiang province, the paper analyses the advantage and disadvantage of mineral resources, and the potential of mining industry of the province, therefore indicates the main issues in development of mining industry.2. By quantitative and qualitative assessment, the paper analyses the demand for resources, predicting a resources crisis and significant shortage of gold, lead and molybdenum by the year of 2015, therefore suggesting increase in mineral exploration investment to assure sufficient supply of mineral resources.3. The quantity, quality, structure and environments of development are main elements relevant to sustainable development. The paper has built a model to describe the interaction among mineral exploration, development and environment protection, which may be helpful for the decision-making in sustainable development.4. Following the marginal metallogenesis and metallogenic system models, a strategic plan has been made for the mineral exploration in the province. This is followed by an analysis of mineral resources divisions and regional planning for mining industry. It has been proposed to develop mining and relevant industries in the three economic zones.5. An analysis of the mineral resources and investment environment of Mongolia and Russia suggests that the province should make use of the geographic advantage and get stable mineral resource supply from adjacent countries.The research result has practical significance and has provided strategic views to mineral exploration, development and mining environment and may play a role in the sustainable development of mining industry in Heilongjiang province.
