| Area development itself and the change of concept extension of production element both require a more comprehensive element division, and expand the production element to the economy element. Meanwhile, research on modern area, scientific and technological (S&T) capability should be introduced to normal regional economic analysis gradually since the importance of natural resources declines, fund, human resources flow easier than before, that is ,the traditional economic elements weaken in regional economic development today.General economic analysis does not suppose regional difference, but in fact industrial and regional development do have regional difference. The territorial economic elements are in a particular place or when carrying on economic activities in several similar places, the element set which will help to obtain more economic benefit than in other areas. Regional characteristic of territorial element and its mobile power decide whether it can be a territorial element or not. S&T capability becomes a new territorial element and will attract our further research .Weak competence theory believes that , in modern society, competence shortage of areas or organizations is the obstacle to sustainable development. S&T capability development will work to carry on effective scientific and technological activities, promote regional economy performance .Incomplete mobility and its regionalizing make the regional S&T capability a territorial element and make itself more important in the regional development. Meanwhile, the meaning of study on S&T capability also lies in it changes the basic point of the regional development strategy fundamentally,because it is important to create the mechanism of economy elements than just own themselves .
