The Study On Public Welfare Scientific Research Institution Reform And The Re-building Of Public Service System In China

Transited from the planned economy system to the market economic system, our country public domain occurs the profound transformation, also affected the Institution Unit reform which closely contacted with the public service domain. But by the market reform along with the application and development studies of technical domain gradually completes, the public welfare scientific research institution reform also starts to start. In the stage which the reforms in the central public welfare scientific research unit basically completes but the province public welfare scientific research unit reform does not have comprehensively systematically launched, studies and combs the actual and the feasible reform way of the public welfare scientific research institution, has extremely theory and the practice significance. This thesis choses governance theory and the new public administration theory as theoretical perspective, on the visual of public goods theory and privatization theory, specifically divides our country public welfare scientific research institution into the pure-public welfare, the quasi-public welfare and half-public welfare scientific research, and comes the reform ways of the public welfare scientific research units of different degree. Thus on these bases, the article proposes the new reconstruction frame of scientific research system of our country. That is plural competitive cooperative scientific research service system. And attempting to take the scientific research service system as one part and the subsystem miniature of the entire public service system, reflects the basic situation of our country Institution Unit reform and the re-rebuilding of the public service system.
